Green Card Proposal Writer Jobs
Proposal Writer roles qualify for EB-2 and EB-3 green card sponsorship when employers file PERM labor certifications with the DOL, documenting that no qualified U.S. worker is available. Advanced-degree candidates with specialized writing credentials often qualify at the EB-2 level. Sponsorship typically follows a full-time offer from a government contractor, consulting firm, or large enterprise with an established immigration program.

Align your portfolio with PERM job requirements
Your PERM labor certification locks in a specific job description. Make sure your writing samples and resume match the minimum requirements exactly, because USCIS will compare your credentials against what the employer advertised during the recruitment test.
Target government contractors and federal consultancies
Government contractors and federal consulting firms file PERM more regularly than most employers because their proposal writing workload is ongoing and tied to contract cycles. Search for openings at firms holding multiple-award contracts, where proposal teams are permanent rather than project-based.
Verify your degree equivalency before filing begins
EB-2 eligibility for Proposal Writers often requires a bachelor's degree plus five years of progressive experience, or a master's in a related field. Get a credential evaluation completed before your employer starts the PERM process to avoid delays at the I-140 stage.
Use OFLC Wage Search to negotiate your offered salary
Your employer must pay at least the DOL prevailing wage for your Proposal Writer role and location. Run your own OFLC Wage Search lookup before negotiations so you understand the wage floor and can confirm your offer satisfies the PERM requirement from day one.
Find sponsoring employers through Migrate Mate
Many Proposal Writer openings never list green card sponsorship explicitly. Use Migrate Mate to filter for employers with active EB-2 and EB-3 PERM filing history so you spend your time on roles where sponsorship is already part of the hiring process.
Clarify green card timeline expectations before accepting an offer
PERM plus I-140 plus adjustment of status can take two to four years for many nationalities. Ask your prospective employer whether they file I-140 concurrently with PERM and whether they support premium processing on the I-140 to shorten the wait.
Green Card Proposal Writer: Frequently Asked Questions
Does a Proposal Writer role qualify for EB-2 or EB-3 green card sponsorship?
Proposal Writer positions typically qualify for EB-3 sponsorship as skilled workers when they require a bachelor's degree and specialized writing experience. EB-2 sponsorship is available when the role requires an advanced degree or when your credentials demonstrate specialized expertise above the standard EB-3 threshold. Your employer selects the category based on the actual minimum requirements they set for the position.
How does green card sponsorship differ from H-1B sponsorship for Proposal Writers?
Green card sponsorship through PERM leads to permanent residency rather than a temporary status with a fixed expiration. Unlike H-1B visa, there is no annual lottery for EB-3 sponsorship, and your employer begins the process with a DOL labor certification rather than a USCIS petition. The tradeoff is timeline: the full PERM-to-green-card process takes longer than an H-1B approval, often two to four years depending on your nationality and USCIS backlogs.
Which employers are most likely to sponsor Proposal Writers for a green card?
Government contractors and large consulting firms with dedicated proposal teams file PERM most consistently for Proposal Writer roles because the work is ongoing rather than project-specific. Defense contractors, IT services companies holding federal contracts, and large management consulting firms tend to have established immigration programs already in place. Use Migrate Mate to identify employers with documented EB-2 and EB-3 PERM filing history in this occupation.
What does the PERM labor certification process require for a Proposal Writer position?
Your employer must conduct a supervised DOL recruitment campaign to demonstrate that no qualified U.S. worker is available for the role. They advertise the position at or above the prevailing wage determined through OFLC, document the results, and submit the ETA Form 9089 to DOL. The job description filed during PERM becomes the legal basis for your I-140 petition, so your credentials must match the stated minimum requirements precisely.
Can I switch employers after my green card process has started?
Once your I-140 is approved and your priority date is current or within 180 days of approval, AC21 portability may allow you to change to a same or similar occupation without restarting the process from scratch. Proposal writing falls under a specific O*NET occupation code, so a new role in proposal development, technical writing, or related communications work at a new employer may qualify. Confirm portability eligibility with your immigration attorney before making any move.
