Brief Job Description:
The Senior RPA Developer (Programmer V) position is part of the Administrative Applications Robotics Process Automation (RPA) team and will be working to develop enhancements and provide support for RPA activities in the department. This position will perform Software Engineer/Application Developer duties that will involve the following technologies: Blue Prism, Power Automate, Azure, Microsoft Power Platform. This role is responsible for developing, testing, and troubleshooting bots that will automate various business processes. Hands-on experience with BluePrism, Microsoft Power Automate, and Azure is a must along with the ability to troubleshoot and validate HTTP responses. This will be a fast-paced project working in an Agile (Kanban/Scrum) environment.
Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.
Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. Identifies and defines ongoing enhancements required in the supporting existing applications. (35%)

Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%)

Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)

Assists in the planning, scheduling, assigning, and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are to be aligned with the methods of working in code design at the agency. Assists in developing standards and procedures for programming staff. (10%)

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides ongoing communications and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. Initial Criteria:
Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience, including experience in designing, implementing, and maintaining robotic process automation (RPA) solutions, may be substituted for the required education on a year-for-year basis up to four years.
Required:

Minimum of 8 (eight) years of experience with RPA development, with at least 4 years specifically using Blue Prism.

Minimum of 6 (six) years of experience with SQL/No-SQL databases.

Minimum of 6 (six) years of experience in working on the full software development life cycle in delivery enterprise solution using Blue Prism.

Minimum of 3 (three) years of experience with Agile methodologies – (Scrum, for example).
Preferred:

4 Years - Proficiency in programming languages such as C#, Java, or Python.

4 Years - Experience with process discovery, requirements gathering, and solution architecture.

4 Years - Experience with web development including HTML, JavaScript, DOM, and HTTP protocol.
