Translate your credentials into PERM-ready documentation
PERM requires your employer to define the minimum requirements for your role. Gather transcripts, credential evaluations, and employment verification letters now so your degree and experience align precisely with the job description your employer will file.
Target employers with active PERM filing history
Defense contractors, federal IT integrators, and large engineering firms routinely sponsor proposal managers because these roles are deeply tied to government contract cycles. Search OFLC disclosure data to confirm a company has sponsored this occupation before extending your application.
Search for green card sponsoring jobs on Migrate Mate
Filter by EB-2 and EB-3 sponsorship history to find Senior Proposal Manager openings at employers who have already completed PERM filings for this occupation. Migrate Mate surfaces that data directly so you can prioritize companies with a proven track record.
Clarify the prevailing wage tier before accepting an offer
Your employer must pay at least the DOL prevailing wage for your occupation, experience level, and work location. Use the OFLC Wage Search to look up the applicable wage level before negotiating your offer, since the certified wage becomes a binding floor on your compensation.
Understand how your country of birth affects your priority date
EB-3 backlogs vary significantly by country of birth. If you were born in India or China, your wait for an available visa number can stretch years even after USCIS approves your I-140, which affects whether you maintain H-1B status or pursue other bridging strategies.
Confirm the job duties meet specialty occupation standards for EB-2
EB-2 sponsorship requires the role to normally require an advanced degree or equivalent. Proposal managers who supervise capture strategy, lead technical volume development, or manage multi-agency compliance functions have stronger EB-2 cases than those in purely coordinative roles.

Find Senior Proposal Manager JobsSenior Proposal Manager Green Card Sponsorship: Frequently Asked Questions
Does a Senior Proposal Manager role qualify for EB-2 or EB-3 green card sponsorship?
Most Senior Proposal Manager positions qualify for EB-3 as a skilled worker requiring a bachelor's degree and several years of specialized experience. Roles with significant strategic responsibility, such as directing capture management or overseeing technical compliance across government contract vehicles, may support an EB-2 filing if the employer can document that an advanced degree is normally required for the position.
How is green card sponsorship different from H-1B sponsorship for this role?
Green card sponsorship through PERM and I-140 is permanent and not subject to an annual lottery. H-1B approval gives you temporary status for up to six years without a path to residency unless a separate green card case is filed. PERM can run concurrently with your H-1B, and once USCIS approves your I-140, you may be able to extend your H-1B beyond the six-year cap while waiting for your priority date to become current.
How long does the PERM and EB-3 green card process take for a Senior Proposal Manager?
The PERM labor certification alone currently averages over a year at DOL, followed by USCIS adjudication of the I-140 petition. After approval, applicants from most countries outside India and China can file for adjustment of status relatively quickly. Indian and Chinese nationals face significantly longer waits due to per-country visa number backlogs that can extend the total timeline by years.
What documentation does my employer need to start my PERM sponsorship?
Your employer must conduct a supervised recruitment campaign showing no minimally qualified U.S. workers are available at the offered wage. You'll need to provide academic transcripts, credential evaluations if your degree is from outside the U.S., a detailed resume, and employment verification letters that substantiate the experience your employer plans to credit toward the PERM minimum requirements.
Where can I find Senior Proposal Manager jobs with verified green card sponsorship history?
Use Migrate Mate to search for Senior Proposal Manager openings filtered by EB-2 and EB-3 sponsorship history. This lets you identify employers who have already completed PERM filings for this occupation, which is a strong signal that the company has established internal processes for sponsoring this role and won't be learning the process on your case.
