The Opportunity
WSDOT is currently seeking two Transportation Engineers to join the Project Engineering Office in Port Orchard. These positions support the delivery of highway construction projects by ensuring work is designed and built in accordance with standard specifications, contract requirements, and approved plans. The roles contribute to the development of transportation improvements through the preparation of plans, specifications, estimates, reports, and other project documentation that support the safety, quality, and capacity of the state’s transportation system. In addition, these positions provide construction phase support by inspecting contract work, reviewing and processing submittals for compliance, and maintaining accurate, complete, and detailed project and accounting records to support effective project administration and tracking.
What to Expect
Core business hours are Monday–Friday, 7 a.m.–5 p.m. Design work is performed in an office environment at least two days per week. Inspection work is performed outdoors on active construction sites in daytime or nighttime conditions and in varying and inclement weather. This position is not eligible for telework when performing inspection duties. During construction, onsite presence is required up to five days per week and may include extended hours and night work.
Among the varied range of responsibilities held within this role, the Transportation Engineer will:
- Assist the Design Team Lead and help manage transportation-related design projects.
- Prepare plans, estimates, special provisions, specifications, and other information needed for completion of Contract PS&E packages in accordance with agency policies, standards, procedures, and transportation engineering principles.
- Develop engineering designs and plans using computer-aided engineering software, while supporting CADD technicians in the development of plan sheets and providing technical training and mentoring as needed.
- Prepare professional letters, reports, and other required documentation for the public and external customers.
- Apply sound engineering judgment to interpret data, identify problems, and develop solutions while communicating design options and procedures to the public, other agencies, and WSDOT management.
- Develop work plans for managing budgets and schedules to meet project milestones and coordinate with support offices to track and provide project information.
- Inspect and direct the inspection of highways and highway structures; ensure conformance to plans and specifications; validate complete and accurate field records.
- Gather samples of materials in the field and perform material testing.
Qualifications
These are Transportation Engineer 2 positions. However, the hiring manager reserves the right to fill the positions at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

- Technical Interpretation, Analysis, and Problem Solving: Ability to read, analyze, and interpret engineering plans, specifications, contract documents, manuals, and technical data; identify issues or discrepancies; and apply sound engineering judgment to support effective, practical solutions.
- Engineering Documentation and Records Management: Ability to accurately document engineering, inspection, survey, materials, or project support activities through reports, field notes, calculations, quantities, records, and other required documentation in accordance with established standards and procedures.
- Engineering Technology and Software: Ability to use, or learn to use, engineering-related software and digital tools to support design, analysis, documentation, inspection, data collection, and project delivery (e.g., CAD, databases, spreadsheets, and agency systems).
- Data Collection and Analysis: Skilled in gathering, analyzing, and documenting data accurately to support engineering decisions.
- Communication Skills: Skilled in communicating information effectively and professionally, both orally and in writing, to a diverse audience, including those with non-technical backgrounds, both virtually and in-person. Including listening, asking clarifying questions, and reflecting back on constructive feedback for continuous improvement.
- Software Proficiency: Proficiency with computers and software applications, including Microsoft Office. Skills to learn and operate engineering design software (i.e., AutoCAD, MicroStation, Civil 3D, or equivalent).
- Standards and Procedures: Experience learning and applying standards, policies, and procedures related to transportation engineering projects.

- A valid driver's license and the ability to operate state-owned vehicles.

- The ability to maneuver and transport various materials and/or equipment weighing up to 35 pounds.
- Certified General Inspector, or the ability to obtain within six (6) months of appointment.
- Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of appointment.
It is preferred that qualified candidates also demonstrate:
- Civil Engineering Knowledge: Skills to apply technical civil engineering principles, practices, and methods to support project planning, design, and implementation. Experience gained through internships, co-ops, or project-based coursework in civil or transportation engineering.
