The Lead Data Analyst will:
- Support leadership in meeting the agency's goals by conducting data needs assessments that drive actionable, mission-focused results.
- Manage and maintain agency data sets of varying sizes through extensive research and the use of standard analysis tools such as Excel, Access, SQL, Power BI, R, ArcGIS, and programming tools like SAS or Python.
- Ensure data consistency and integrity across all sources and outputs.
- Interpret data, including statistical values, and may provide advice, consultation, and recommendations based on identified implications.

The Lead Data Analyst is responsible for:
- Discerning patterns and correlating diverse information to conceptualize ideas, then translating those ideas from abstract to concrete transforming data into audience appropriate stories that support actionable strategies and solutions for leadership and the agency.
- Ensuring data integrity and security by developing and executing necessary processes and controls for all data used and provided in analytics.
- Identifying defining and implementing new data driven strategies and processes for the organization.
- Coaching the analytic team to continuously develop both hard and soft skills related to consultative analytical functions.
- Gaining business knowledge and understanding processes through job shadowing, stakeholder conversations, and participation in strategic meetings.

This position will develop innovative analytical solutions that help move the Health Care Authority (HCA) toward achieving its mission and goals.
Key internal customers will include:
- Health Care Authority (HCA) Secretary
- HCA Deputy Secretaries
- HCA Directors
- HCA Chief Information Officer (CIO)
External customers may also include other state departments, agencies, and the Legislature, due to the breadth and complexity of HCA data.
MINIMUM QUALIFICATION
Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, Mathematics, Statistics, Computer Science, Psychology, Marketing Research, Sociology, Education, or other related field with nine (9) years of experience directly related to position at time of posting or in the development, implementation and management of accountability systems, performance measures, data collection, analysis, statistical research, and/or advanced statistical modeling or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
- Must possess and maintain a valid Driver's License.
- Must possess or obtain Defensive Driving Certificate.
- Employment is subject to a pre-employment criminal background investigation and is conditional pending results.
