Verify your degree field matches the role
USCIS requires your degree to align specifically with product development, not just management broadly. Engineering, industrial design, or product management degrees map cleanly. An unrelated degree with years of experience can still qualify through equivalency, but your employer's attorney will need to document it carefully.
Check the prevailing wage before negotiating
Run your target job title and location through the OFLC Wage Search before accepting any offer. Your employer's LCA must certify a wage at or above the DOL prevailing level for your specific role and metro area, so knowing Level II versus Level III rates protects you in salary talks.
Target employers with cross-functional product teams
Companies that run structured stage-gate or agile product development processes file H-1B petitions more readily because the specialty occupation case is easier to document. Use Migrate Mate to filter for employers with active H-1B LCA filings in product management and engineering occupations.
Document your cross-functional leadership for the petition
USCIS scrutinizes New Product Development Manager petitions because the role spans functions. Gather org charts, product roadmaps you owned, and evidence you directed engineers or industrial designers, not just coordinated them. This directly supports the specialty occupation argument in your I-129 filing.
Confirm E-Verify enrollment before your start date
If you're transitioning from OPT or cap-gap status, your employer must be enrolled in E-Verify to legally onboard you while the H-1B petition is pending. Verify enrollment status with HR early in the offer process, not after you've given notice to your current employer.
Use the O*NET profile to frame your job description
The O*NET occupation profile for Product Development Managers lists the degree requirements and core tasks USCIS expects to see in a specialty occupation. Sharing it with your employer's counsel helps them draft a job description that aligns with adjudication standards and reduces the risk of an RFE.

Find New Product Development Manager JobsNew Product Development Manager H-1B Visa: Frequently Asked Questions
Does a New Product Development Manager role qualify as a specialty occupation for H-1B purposes?
Yes, as long as the position genuinely requires at least a bachelor's degree in a specific field such as engineering, industrial design, or product management. Generic management roles that accept any degree can face USCIS scrutiny. The employer's job description must show that specialized theoretical knowledge is a normal minimum requirement for the role, not just preferred.
How do I find employers who actively sponsor H-1B visas for product development roles?
Migrate Mate filters job listings by verified H-1B LCA filing history, so you can identify employers who have sponsored product management and engineering roles rather than relying on job descriptions that simply mention sponsorship willingness. This narrows your search to companies with a documented track record of filing for similar positions.
Can I transfer my H-1B to a new employer if I change companies as a New Product Development Manager?
Yes, H-1B portability under AC21 lets you start working for a new employer once the transfer petition is filed, without waiting for approval, provided your previous H-1B was approved and you've been in valid status. Your new employer files a fresh I-129 with a new LCA covering your updated title, location, and wage level.
What documentation should I gather to support an H-1B petition for this role?
Collect transcripts showing a degree in a relevant field, a detailed offer letter specifying your duties and salary, any product roadmaps or launch portfolios that demonstrate specialized work, and evidence of managing cross-functional teams such as engineering or design. If your degree field is tangential, your employer's attorney may also need letters from industry experts establishing equivalency.
Does my employer need to file a PERM labor certification for an H-1B in this role?
No. PERM is required for most employment-based green card categories, not for the H-1B itself. Your employer files a Labor Condition Application with DOL to certify prevailing wage compliance, but this is faster and less burdensome than PERM. If you later pursue an EB-2 or EB-3 green card through this employer, PERM will apply at that stage.
