Who we are looking for
We are seeking a Managing Director level Head of Technology Process Re-Engineering to establish and lead a GTS-focused capability for technology process mapping, process re-engineering, and operational transparency across State Street Global Technology Services. This role will report to the GTS Head of Process Improvement and Risk Remediation. This role will drive the development of standardized process views for key GTS technology processes, improve end-to-end process understanding, and identify opportunities to simplify, optimize, and strengthen control effectiveness within the GTS operating environment.
The ideal candidate is a senior technology transformation leader with deep experience in process mapping, operating model design, and process re-engineering within a large, complex, and regulated technology organization. This individual must be able to translate fragmented knowledge into clear, actionable process maps and improvement roadmaps that support GTS decision-making, risk reduction, and sustained operational improvement.
This is a GTS-facing leadership role expected to partner with GTS senior leaders, technology process owners, risk partners, platform teams, and global delivery organizations. The Head of Technology Process Mapping will be expected to define the standards, tooling approach, and governance model for GTS process mapping while also leading hands-on efforts to document, analyze, redesign, and embed improved ways of working.
What you will be responsible for
GTS Technology Process Mapping Strategy & Execution
- Define and lead the GTS technology process mapping approach, including standards, methodology, taxonomy, tooling approach, and adoption model for documenting critical technology processes across GTS functions.
- Build and maintain clear end-to-end views of priority GTS processes, connecting activities, roles, systems, handoffs, controls, pain points, and performance indicators to improve transparency and accountability.
- Build out and lead a small team of process mapping professionals across two global locations, ensuring consistent standards, delivery quality, and stakeholder engagement across the GTS process mapping portfolio.
Process Re-engineering, Optimization & Control Improvement
- Lead structured process analysis to identify duplication, fragmentation, manual workarounds, unclear ownership, control gaps, and opportunities to simplify or standardize execution.
- Partner with GTS process owners and transformation teams to design future-state processes, clarify roles and decision rights, and develop practical implementation roadmaps that improve efficiency, risk management, and operating discipline.
- Establish measurable outcomes for GTS process re-engineering efforts, including reduced complexity, improved cycle times, stronger control alignment, clearer accountability, and better management reporting.
Governance, Standards & Executive Reporting
- Create and maintain governance routines that ensure GTS technology process maps remain current, validated, owned, and aligned to GTS standards, control expectations, and management reporting needs.
- Develop executive-ready reporting that communicates GTS process coverage, mapping maturity, key risks, improvement opportunities, open decisions, and progress against technology process improvement priorities.
Stakeholder Leadership & Change Adoption
- Lead engagement with senior stakeholders across GTS technology, risk, operations, and delivery teams to drive alignment on current-state understanding, future-state design, prioritization of improvement opportunities, and adoption of redesigned processes.
- Build credibility with global teams by facilitating fact-based discussions, resolving ownership ambiguity, challenging legacy ways of working, and helping teams move from process documentation to measurable process improvement.
What we value
- Technology Process Leadership: Proven ability to define and scale process mapping, process architecture, and process re-engineering capabilities within a large, matrixed technology organization.
- Re-engineering Mindset: Demonstrated experience identifying process inefficiencies and translating analysis into practical redesign options, implementation plans, and measurable outcomes.
- Executive Stakeholder Influence: Ability to engage senior leaders, challenge constructively, build consensus, and drive decisions across organizational boundaries.
- Risk and Control Orientation: Strong understanding of how process design, ownership, controls, metrics, and evidence support operational resilience and a sound control environment.
- Structured Communication: Exceptional written, verbal, and facilitation skills, with the ability to convert complex processes into clear narratives, visual maps, decision materials, and executive-ready recommendations.
- Analytical Depth: Strong ability to evaluate process data, control evidence, performance indicators, organizational handoffs, and operating model constraints to identify root causes and improvement opportunities.
- Change Leadership: Ability to move GTS teams from documentation to adoption by embedding standards, reinforcing accountability, and sustaining improved ways of working across global technology teams.
Education & Preferred Qualifications
- 15+ years of experience leading technology process transformation, process re-engineering, business architecture, operational excellence, technology transformation, or risk-aligned remediation initiatives within large organizations.
- Experience operating at a senior leadership level, preferably within financial services, technology, operations, risk management, or another highly regulated environment.
- Demonstrated expertise with process mapping and re-engineering methods such as BPMN, SIPOC, value stream mapping, Lean, Six Sigma, business capability mapping, operating model design, or related disciplines.
- Experience building process standards, governance models, repositories, reusable templates, maturity assessments, and executive reporting for technology process improvement programs.
- Strong track record working with globally distributed technology teams and influencing senior stakeholders across GTS, risk, operations, and business-aligned technology functions.

Align your credentials to specialty occupation standards
USCIS evaluates whether your degree field directly relates to process engineering management. A mechanical or chemical engineering degree strengthens your petition. A general business degree paired with unrelated experience can trigger an RFE, so gather transcripts and course descriptions early.
Filter employers by LCA filing history on Migrate Mate
Search Process Engineering Manager roles on Migrate Mate to see which employers have filed Labor Condition Applications for this occupation. That history signals an established H-1B sponsorship infrastructure, reducing the risk of a first-time employer mishandling your petition timeline.
Target cap-exempt employers to skip the lottery
Universities, nonprofit research institutions, and government research organizations are cap-exempt. A Process Engineering Manager role at a university manufacturing center or federally funded lab lets you file outside the April lottery window and start sooner.
Verify your prevailing wage tier before negotiating salary
Use the OFLC Wage Search to look up the Level II or III prevailing wage for your SOC code and the employer's metro area. Your offered salary must meet or exceed that threshold, and knowing the floor before negotiating prevents offers that DOL won't certify.
Request premium processing for time-sensitive start dates
USCIS offers premium processing on I-129 petitions, with a 15-business-day adjudication window. If your offer letter has a hard start date tied to a plant launch or production ramp, ask your employer to elect premium processing before filing to avoid schedule conflicts.
Document cross-functional scope to satisfy specialty occupation
Process Engineering Managers who oversee both engineering and operations staff face higher RFE risk if the job description reads as general management. Your employer's support letter should detail the engineering-specific duties, required technical degree, and specialized knowledge applied daily.
H-1B Visa Process Engineering Manager: Frequently Asked Questions
Does a Process Engineering Manager role qualify as an H-1B specialty occupation?
Yes, provided the position requires at least a bachelor's degree in engineering or a directly related field. USCIS looks at whether the role applies theoretical and practical engineering knowledge. If your employer's job description emphasizes general supervisory duties over technical engineering work, the petition is more likely to receive an RFE questioning specialty occupation status. A well-drafted job description focused on applied engineering methodology strengthens the case significantly.
How do I find employers who actively sponsor H-1B visas for process engineering roles?
Migrate Mate filters Process Engineering Manager listings by employers with verified H-1B Labor Condition Application filing history through the DOL. That history is public record and indicates the employer has navigated the sponsorship process before, making them far more likely to successfully file your petition than a company attempting its first H-1B sponsorship.
Can my employer file my H-1B petition after I'm already working in a different status?
Yes. If you're on OPT, a TN visa, or another valid nonimmigrant status, your employer files an H-1B petition on your behalf during the April registration window. If selected and approved, you can change status without leaving the U.S. Your current work authorization must remain valid through October 1, the H-1B start date, to maintain continuous employment.
What happens to my H-1B if my employer transfers me to a different plant or facility?
A worksite change can require an amended H-1B petition if the new location is in a different metropolitan statistical area than the one covered by your original Labor Condition Application. Your employer must file a new LCA covering the new location's prevailing wage before or promptly after the move. Short-term placements under certain DOL guidelines may allow exceptions, but permanent transfers require the amended filing.
How does the DOL prevailing wage requirement affect Process Engineering Manager hiring?
Before filing your H-1B petition, your employer must certify through the DOL that your offered salary meets the prevailing wage for your occupation code and work location. For Process Engineering Managers, prevailing wages vary significantly by metro area and experience level. You can look up applicable wage levels using the OFLC Wage Search before accepting an offer to confirm the salary your employer proposes is certifiable.
