Verify your SOC code before applying
Proposal Writer roles typically fall under SOC code 27-3042 (Technical Writers) or 27-3043 (Writers and Authors). Check the O*NET profile for your specific role to confirm the degree requirement language your employer will need for the LCA.
Target federal contractors with active H-1B history
Government contractors, particularly in defense, IT services, and healthcare, regularly sponsor Proposal Writers because the role is integral to revenue. Search Migrate Mate to filter employers by verified H-1B LCA filing history for writing and communications roles.
Document specialized writing credentials strategically
USCIS scrutinizes whether Proposal Writer qualifies as a specialty occupation. Build a file showing your degree directly relates to the role: transcripts, published proposals, RFP response samples, and any APMP or Shipley certification strengthen the petition.
Clarify the prevailing wage tier with your employer
Use the OFLC Wage Search to look up the Level I through Level IV wage for your SOC code and work location before negotiating. Level I wages are common for entry roles but can affect future green card filings if you're underpaid relative to your experience.
Ask about premium processing before your start date
Proposal Writer projects often have tight bid deadlines. If your employment start date is firm, ask your employer to file with USCIS premium processing to get a decision within 15 business days instead of waiting months for standard adjudication.
Negotiate cap-gap coverage if you're on OPT
If you're transitioning from OPT and your EAD expires before October 1, confirm your employer understands the cap-gap rule. Your work authorization extends automatically through September 30 once the H-1B petition is filed, but only if your OPT is still valid on April 1.

Find Proposal Writer JobsProposal Writer H-1B Visa: Frequently Asked Questions
Does a Proposal Writer role qualify as an H-1B specialty occupation?
Yes, if the position genuinely requires a bachelor's degree in a specific field such as communications, technical writing, English, or journalism. The employer's job description must state degree requirements clearly. Roles that accept any bachelor's degree regardless of field are harder to sponsor because USCIS may argue the position doesn't meet the specialty occupation standard.
Which industries sponsor H-1B visas for Proposal Writers most often?
Federal government contractors in defense, IT services, and professional services are the most consistent sponsors because proposal writing directly generates contract revenue. Engineering and construction firms, healthcare organizations bidding on government grants, and large consulting firms also file H-1B petitions for this role. Browse Migrate Mate to find employers with verified H-1B filing history for writing and communications positions.
Can my employer file an H-1B for a Proposal Writer role that's mostly remote?
Yes, but your employer must file a separate LCA for each worksite location where you'll work more than 30 days per year, including your home address if you're remote. USCIS and DOL both require the prevailing wage certification to reflect the actual work location, so a remote arrangement adds an administrative step but doesn't disqualify sponsorship.
What documentation strengthens an H-1B petition for a Proposal Writer?
Your employer should include a detailed job description tying the role's duties to a specific academic discipline, evidence of past hires with relevant degrees, and examples of complex proposals requiring specialized knowledge. On your side, transcripts, writing certifications like APMP, and a portfolio of technical or government proposals all support the specialty occupation argument if USCIS issues a Request for Evidence.
How does the H-1B lottery affect Proposal Writer sponsorship timelines?
If your employer is a for-profit company subject to the annual cap, your petition enters the lottery each April for an October 1 start date. Cap-exempt employers such as universities, nonprofits affiliated with higher education, and certain research institutions can file year-round with no lottery wait. If lottery selection matters to your timeline, ask employers upfront whether they qualify for cap-exempt status.
