WHY DOES THE JOB EXIST?
The Justice Service Supervisor - Business Operations will:
- Ensure the object of the program is met by guiding daily operations of a minimum of two (2) employees.
- Ensure work aligns with the objectives and standards defined by the JUST Health Plus Medicaid program.
- Supervise staff in the Justice Service Unit by aiding in onboarding, training, and mentoring program staff.
- Oversee day-to-day program functions, activities, and assignments of the JUST Health Plus Medicaid program including internal system changes, reporting, providing feedback, and proposals for program and service improvement of the program.
HOW DOES IT GET DONE?
The Justice Service Supervisor - Business Operations is responsible for:
- Oversight and supervision of daily operations.
- Ensuring recruitment, selection, supervising, and monitoring staff supporting the JUST Health Plus program including creating and maintaining warm hand-offs into the community and diverting individuals from incarceration or re-incarceration, creating a bridge and maintaining services for the health and wellbeing of the justice-involved population.
- Aiding in the objective of operational program policies, procedures, and workflows for the implementation and maintenance of the program in correctional settings and during community re-entry.
- Assigning duties, monitoring staff performance, and ensuring smooth collaboration within the team.
- Conducting regular performance assessments ensuring staff meet program standards and identifying needs for additional training.
- Serving as the technical consultant for the project by communicating with stakeholders to build and maintain strong local partnerships and ensuring technical specifications are working appropriately within Medicaid eligibility system, MMIS, correctional facilities, and community health agencies.
- Monitoring data collection, evaluating operational framework and performance outcomes to drive continuous improvement.
- Evaluating programmatic and operational compliance, including the guidelines of the 1115 waiver metrics and CAA grant milestones.
- Escalating operational, IT system, or clinical issues and recommending solutions to staff manager and/or bureau chief.
WHO ARE THE CUSTOMERS?
Internal and external stakeholders across Health Care Authority (HCA) and Medical Assistance Division (MAD), including eligibility and engagement leadership, policy and operations teams, communications staff, Centers for Medicare and Medicaid Services (CMS), other state agencies, community partners, and New Mexico residents.
MINIMUM QUALIFICATION
Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
- Must possess and maintain a valid driver's license.
- Must obtain a Defensive driving certification.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting.
