H-1B1 Chile visa sponsorship for HR Business Partner roles gives Chilean professionals a direct path to U.S. employment without a lottery. INTRODUCTION
Meta Recommendation Systems (MRS) is the standalone organization reshaping how nearly 3 billion people across Facebook, Instagram, and Threads discover content every day. Operating at the absolute frontier of AI, MRS is building LLM-native recommendation systems, pioneering Personal Foundation Models, advancing generative retrieval and ranking, and fundamentally reimagining how people connect with the content and experiences that matter most to them. The ambition is not incremental — it's to build the most intelligent, personalized recommendation systems the world has ever seen. We are seeking an experienced HR Business Partner to support some of the most strategically critical functions within MRS. This role partners directly with:
- Product Management: the team charting the product vision for unified recommendations across organic and ads.
- Knowledge: the team building a deep understanding of content, users, and their interactions across all Meta surfaces.
- Core Modeling: the team delivering the industry's highest-performing ranking and retrieval models.
This HRBP will be at the center of the product and ads recommendations unification journey — one of Meta's most important strategic bets. You'll help leaders navigate the complexity of bringing together organic and monetization recommendation stacks, building unified foundation models, and scaling talent across a rapidly evolving technical landscape. The ideal candidate operates as a true strategic business partner — someone who earns a seat at the table through insight, judgment, and a deep understanding of how people and organizations drive business outcomes. You'll need to be fluent in the language of AI/ML, comfortable operating in ambiguity at scale, and ready to partner with some of the strongest product and engineering leaders at the company.
HR Business Partner — Meta Recommendation Systems Responsibilities:
- Design and deliver targeted organizational solutions with a high degree of focus on scale and growth, including strategic planning, org design, talent assessment, change management, and team building

- Proactively assess team, manager, and organizational development needs across product and engineering functions
- Make recommendations and implement appropriate solutions
- Drive the talent strategy for the unification of organic and ads recommendation systems — including workforce planning, capability building, and leadership development
- Provide rigorous data analysis and reporting solutions based on business needs to inform people strategy
- Manage and facilitate the overall Performance Summary Cycle and employee engagement survey throughout the year
- Integrate and partner with HR colleagues in Recruiting, Learning & Development, Compensation, Legal, and HR Programs teams to implement solutions and help scale the business
- Act as a trusted advisor on organizational health, team effectiveness, and culture — ensuring the people strategy keeps pace with the technical ambition
Minimum Qualifications:
- Experience helping global and/or highly matrixed organizations scale
- Demonstrated solid judgment and experience assessing risk relative to the business
- Consulting, coaching, and facilitation skills
- Effective communication and critical thinking skills
- Demonstrated empathy and experience driving collaborative work across cross-functional teams
- Demonstrated project management and change management experience
- Experience using data to identify insights that drive action
- Demonstrated experience learning and thriving in a constantly changing environment and cultivating relationships across teams
- Demonstrated experience in influencing and strategically solving complex organizational problems
Preferred Qualifications:
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience partnering with AI/ML, engineering, or deeply technical product organizations
- Experience supporting organizations going through large-scale strategic transformations (e.g., org unification, platform migrations, operating model changes)
- Bilingual proficiency in both English & Mandarin a plus

Align your credentials with specialty occupation standards
HR Business Partner roles qualify under the H-1B1 Chile specialty occupation requirement only when the position requires a bachelor's degree in human resources, business administration, or a directly related field. Pull the O*NET profile for HR Business Partners to document the degree-to-role alignment before your interview.
Target employers with active LCA filing histories
Companies that have filed Labor Condition Applications for HR roles in the past two years already understand the H-1B1 visa Chile process. Use Migrate Mate to filter employers by LCA filing history so you're spending time on companies that have sponsored this visa category before.
Prepare a bilingual compliance evidence package
Consular officers review your degree credentials directly, so bring certified Spanish-to-English translations of transcripts and diplomas. If your Chilean HR credentials include SHRM or IHRM certifications, document how each maps to the U.S. HR generalist scope your employer describes in the LCA.
Confirm your offer letter specifies specialty occupation language
Your employer's offer letter must describe the HR Business Partner role in terms that satisfy specialty occupation criteria, not just a job title. Ask the hiring manager to confirm the letter references the degree requirement and aligns with the LCA job description DOL certifies.
Understand the LCA prevailing wage before negotiating compensation
Your employer must pay at least the DOL prevailing wage for HR Business Partners in the job's metropolitan area. Run the OFLC Wage Search for the relevant Standard Occupational Classification code before you receive a formal offer so you can negotiate from an informed position.
Verify E-Verify enrollment before accepting any offer
H-1B1 Chile employers aren't universally required to use E-Verify, but many HR departments manage it internally. Confirm during the offer stage whether your prospective employer is E-Verify enrolled, since HR Business Partners are often the ones administering that system after onboarding.
Frequently Asked Questions
Does an HR Business Partner role qualify as a specialty occupation for H-1B1 Chile?
Yes, if the position requires a bachelor's degree or higher in human resources, business administration, organizational psychology, or a closely related field. Generic HR coordinator or administrative roles that accept any degree won't qualify. The job description in the Labor Condition Application must explicitly state the degree requirement, and your employer confirms this when DOL certifies the LCA.
How does the H-1B1 Chile visa compare to H-1B for HR Business Partner roles?
The H-1B visa1 Chile visa has no lottery, no USCIS petition, and an annual cap of 1,400 visas that almost never fills. H-1B visa requires your employer to file Form I-129 with USCIS and survive a random lottery selection. For Chilean nationals in HR Business Partner roles, H-1B1 Chile is a faster, more predictable path because the consulate processes your application directly after LCA certification.
How do I find employers actively willing to sponsor H-1B1 Chile for HR roles?
Migrate Mate lets you search for employers with verified H-1B1 Chile LCA filing history filtered by occupation. That filing history signals that the employer already understands the process and has internal HR or legal resources to handle sponsorship, which significantly reduces the time you spend educating hiring managers about how the visa works.
Can I switch employers while on H-1B1 Chile status in an HR Business Partner role?
Yes, but each new employer must file a fresh LCA with DOL and you must apply for a new H-1B1 Chile visa at a consulate or request a change of status. Unlike H-1B portability under AC21, H-1B1 Chile doesn't allow you to begin work with the new employer while the petition is pending. Coordinate timing carefully to avoid a gap in authorized employment.
What documents should I bring to the H-1B1 Chile consular interview for an HR Business Partner position?
Bring the certified LCA from DOL, your employer's offer letter referencing the specialty occupation and degree requirement, official transcripts with English translations, your Chilean passport valid for at least six months beyond your intended entry, and any professional HR certifications. Consular officers may ask you to describe how your academic background directly supports the specific HR Business Partner duties your employer listed on the LCA.
