Iowa's concentration of insurance carriers, regional banks, healthcare systems, and agricultural businesses means demand cuts across multiple industries rather than being tied to a single sector.
Which Iowa cities have the most in house counsel jobs?
West Burlington, Waterloo, and Ottumwa account for the largest share of in house counsel openings in Iowa. Des Moines drives the most volume as the state's business and financial hub, home to major insurance carriers and financial institutions, while Cedar Rapids adds openings from manufacturing and regional corporate headquarters, and Iowa City generates demand through the University of Iowa and its affiliated health system.

The most realistic entry path is a clerkship or associate position at an Iowa law firm followed by a lateral move in-house, since most Iowa employers prefer candidates with at least some transactional or regulatory practice background. Candidates without firm experience should target large Iowa institutions such as UnityPoint Health, Nationwide Mutual's Iowa operations, or the Iowa Department of Management, which occasionally post entry-level staff attorney or legal analyst roles. A clerkship with the Iowa District Court or Iowa Court of Appeals also signals analytical readiness and often catches the attention of in-house hiring managers at Iowa-based companies.
