Position Information
The Honolulu Board of Water Supply is looking for a Field Operations Manager (Program Administrator) to direct the Field Operations Division in administering all of the division's programs.
What You Will Do
- Strategic Leadership: Determine operational priorities for the division and its programs and align them with the Board's vision and mission, the division’s strategic goals and objectives, and statutory responsibilities.
- Resource Management: Effectively optimize financial, human, and material resources to achieve organizational goals.
- Stakeholder Engagement: Build and maintain effective working relationships and collaborative partnerships with internal and external stakeholders.
- Infrastructure & Capital Planning:Confers with BWS engineers on the design of capital projects to ensure layout of mains, facilities, equipment, and other details consistent with BWS design and construction goals, objectives, and standards.
- Performance & Innovation: Drive operational excellence through performance management, continuous improvement, and implementation of industry best practices.
- Service Delivery: Develop and implement innovative, resilient strategies to enhance service
- Perform other related duties as required.
Special Work Requirements
- Position classified as a Disaster Response Worker and is required to staff the Departmental Operations Center (DOC) in times of emergency.
- Works in adverse weather conditions and additional hours as necessary to oversee and coordinate emergency repairs to restore water service as quickly and safely as possible.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited college or university with a bachelor's degree in engineering.

Four (4) years of administrative experience relating to the design, construction, installation, and/or maintenance of a major facilities or systems encompassing field operations of a large geographic area.

LICENSE REQUIREMENT:
Possession of a valid license as a professional Engineer in the State of Hawaii.
