INTRODUCTION
This is a position specific recruitment for the Maryland Department of Natural Resources, Human Resource Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The main purpose of this role is to record, verify, adjust, and maintain biweekly regular and contractual payroll and leave records for the Department of Natural Resources in compliance with COMAR and the State Personnel and Pensions. Payroll must be processed and paid on time, per Statewide Payroll Procedures Manual and SPS/CPB pay schedules. If all necessary HR events are processed in Workday timely and the employee does not get paid a salary advance as required, the payroll associate will process the paperwork as soon as it is requested. This position requires that the incumbent maintain the utmost confidentiality regarding the status of all payroll and personnel matters with which the incumbent comes into contact on a daily basis.
POSITION DUTIES
The Maryland Department of Natural Resources, Human Resource Services unit is hiring a Payroll Lead. Responsibilities will include, but are not limited to:
- Develop training materials, procedural guidelines, checklists, etc. to assist employees in the timely acquisition of job-related knowledge, skills and abilities.
- Serve as the Workday role of Payroll Partner to perform and lead staff in various payroll functions.
- Serve as a lead to the Workday Timekeeper, ensuring leave usage is accurate and adjustments are properly documented.
- Processes and analyzes various reports requested for units’ fiscal officers, HRS staff, DBM staff, and/or DNR employees.
- Researches and resolves payroll issues.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.

Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
Candidates not using a substitution to qualify must possess at least one year of payroll and/or timekeeping experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Strong customer service background, including problem-solving, interpersonal communication, and client support
- Experience working for or with a Federal, State or Local agency
- Excellent organizational and time-management skills, with the ability to manage multiple tasks, prioritize deadlines, and maintain well-structured records and files.
- Experience in team leadership, training or a related supervisory role.
- Experience with performance tracking, scheduling and workflow optimization.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
