INTRODUCTION
Zions Bancorporation’s Enterprise Technology and Operations (ETO) team is transforming what it means to work for a financial institution. With a commitment to technology and innovation, we have been providing our community, clients and colleagues the best experience possible for over 150 years. Help us transform our workforce of the future, today.
We are seeking a Cloud Governance Lead. As the Cloud Governance Lead, you will be responsible for establishing and operating the first‑line cloud governance framework that enables the bank to scale cloud adoption securely, responsibly, and in alignment with regulatory expectations. This role ensures that cloud platforms, services, and architectures are deployed with appropriate guardrails for security, risk management, resiliency, and cost transparency.
The Cloud Governance Lead will design and manage the end‑to‑end cloud governance lifecycle, including policies, standards, controls, and operational processes that guide how cloud technologies are selected, configured, monitored, and evolved. Acting as a hands‑on governance leader, you will partner closely with Engineering, Architecture, Information Security, Risk, and Finance to embed governance directly into cloud delivery and operations.
This role is not advisory alone — you are accountable for executing and sustaining governance in the first line while enabling innovation, speed, and safe adoption of cloud capabilities across the enterprise.
Responsibilities:
Cloud Policy & Standards Management:
Establish, maintain, and operationalize the bank’s cloud governance framework, including cloud usage standards, reference architectures, configuration baselines, and guardrails across IaaS, PaaS, and SaaS platforms. Ensure governance requirements are embedded directly into cloud onboarding and delivery processes.
Cloud Risk & Control Execution (1LOD):
Own and operate first‑line controls related to cloud security, resiliency, data protection, identity and access management, logging, and monitoring. Ensure controls are designed and functioning in alignment with internal risk standards and regulatory expectations.
Security & Architecture Alignment:
Partner with Information Security and Enterprise Architecture to ensure cloud environments adhere to approved security patterns, network segmentation, encryption standards, and zero‑trust principles. Actively resolve design gaps and implementation differences in cloud deployments.
Regulatory & Compliance Enablement:
Ensure cloud governance practices support compliance with applicable regulatory guidance (e.g., OCC, FFIEC) by maintaining clear documentation, traceability, and evidence of cloud controls, risk decisions, and approvals. Support internal control testing and regulatory examinations as the cloud governance SME.
Cloud Service Enablement & Intake:
Manage the governance intake process for new cloud services, platforms, and providers, ensuring appropriate risk assessment, architectural review, and approval prior to production use. Streamline intake processes to minimize friction while maintaining strong risk discipline.
Operational Oversight & Issue Management:
Monitor adherence to cloud governance requirements through metrics, dashboards, and exception tracking. Own remediation of cloud governance gaps in the first line and manage risk acceptances, corrective actions, and reporting.
Developer & Platform Enablement:
Serve as the primary cloud governance SME for engineering and platform teams. Provide clear guidance, templates, and training to enable teams to design and deploy compliant cloud solutions efficiently and consistently.
Qualifications:
-
4+ years of experience in cloud technology, IT governance, architecture, platform engineering, or technology risk management, with hands‑on experience operating governance in a first‑line environment.
-
Strong understanding of cloud service models (IaaS, PaaS, SaaS) and major cloud platforms (e.g., AWS, Azure, GCP).
-
Demonstrated experience designing and implementing cloud governance frameworks, including policies, standards, guardrails, and control execution.
-
Solid knowledge of cloud security and resiliency principles, including identity and access management, encryption, logging, monitoring, and shared responsibility models.
-
Familiarity with regulatory and risk management expectations relevant to cloud adoption in financial institutions (e.g., OCC, FFIEC, internal risk frameworks).
-
Proven ability to partner effectively with Engineering, Architecture, Information Security, Risk, and Finance teams to drive adoption of governance practices.
-
Strong analytical, problem‑solving, and communication skills, with the ability to translate technical cloud concepts into clear risk and control outcomes.
-
Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field. A combination of education and experience may meet qualifications.

Target STEM-designated degree holders
DevOps Lead roles typically fall under CIP codes for computer science, information systems, or engineering. Confirm your degree qualifies for STEM OPT extension before applying, since three years of authorization significantly improves your sponsorship negotiation position with employers.
Demonstrate infrastructure ownership, not just tooling
Employers sponsoring a Lead-level role need to justify the petition cost. Show you own systems end-to-end: architecture decisions, incident response, and team mentorship. Tooling lists alone won't differentiate you from junior candidates at the sponsorship conversation stage.
Start the H-1B conversation during the offer stage
Don't wait until your OPT expires to raise H-1B visa. Ask during offer negotiation whether the company has sponsored H-1B before and has an immigration attorney on retainer. Companies with established processes move faster and make better sponsors.
Prioritize employers with cloud contracts
Companies holding government or enterprise cloud contracts, particularly AWS or Azure partners, have recurring demand for DevOps Leads and stronger financial incentives to retain and sponsor skilled engineers. These employers are more likely to absorb sponsorship costs as part of retention.
Report all employment promptly through your DSO
OPT requires timely reporting of employer changes, unemployment gaps, and job title shifts to your Designated School Official. A role change from DevOps Engineer to DevOps Lead counts as a material update and should be reported within the required timeframe to stay in status.
Use your STEM OPT period to build a sponsorship track record
Hiring managers sponsoring a Lead are betting on long-term value. Use your STEM extension years to lead a measurable infrastructure project, reduce incident rates, or cut deployment time. Concrete outcomes make the H-1B petition narrative significantly easier to write.
Devops Lead OPT: Frequently Asked Questions
Can I work as a DevOps Lead on OPT?
Yes, if your OPT is authorized and your employer is set up to employ you legally. The role must be directly related to your degree field. Most DevOps Lead positions align with computer science, information systems, or engineering degrees, which also qualify for the STEM OPT extension, giving you up to three additional years of authorization beyond the initial 12 months.
Does a DevOps Lead role qualify for STEM OPT extension?
It typically does, provided your underlying degree is in a STEM-designated field such as computer science, software engineering, or information technology. The job itself must also be directly related to that degree. DevOps Lead responsibilities, including infrastructure engineering, automation, and systems reliability, generally satisfy that requirement, but your DSO makes the final determination when approving the extension application.
How do I find DevOps Lead jobs that offer OPT sponsorship?
Migrate Mate is built specifically for F-1 OPT students and lists DevOps Lead roles from employers open to OPT work authorization. Filtering by visa sponsorship willingness saves significant time compared to applying broadly and discovering sponsorship limitations late in the process, which is a common and costly mistake for OPT candidates in competitive technical roles.
What happens to my OPT authorization if I move from DevOps Engineer to DevOps Lead at the same company?
A promotion within the same employer generally does not require a new OPT authorization, but you must report the change to your DSO if your job title or responsibilities shift materially. If the new role is still related to your degree field, you remain in compliance. Keep documentation of the promotion and confirm the update is reflected in your SEVIS record through your school's international student office.
Will my DevOps Lead experience on OPT strengthen an H-1B petition?
Yes, substantially. H-1B petitions for Lead-level roles benefit from demonstrated specialization and seniority. If you've managed infrastructure at scale, led a team, or driven measurable outcomes during your OPT period, those specifics strengthen the specialty occupation argument in the petition. USCIS scrutinizes vague or generalist job descriptions, so concrete technical scope and leadership evidence make a meaningful difference.
