The Statewide Literacy Systems & Implementation Coordinator provides leadership to support the implementation and alignment of Nebraska’s literacy initiatives across state, regional, and local systems. This position focuses on strengthening systems, coordinating efforts across partners, and supporting the consistent use of evidence-based literacy practices grounded in the Science of Reading.
The role serves as a liaison among the Nebraska Department of Education (NDE), Educational Service Units (ESUs), Nebraska Multi-Tiered System of Support (NeMTSS), university partners, and other stakeholders to ensure coherence, communication, and continuous improvement of statewide literacy efforts.
The role helps carry forward NDE’s vision for DIBELS (Dynamic Indicators of Basic Early Literacy Skills) as the single statewide literacy screener. Within NeMTSS, universal screening is the starting point for tiered support. DIBELS data identifies students who need additional help, informs consistent targeted and intensive interventions, and guides how schools strengthen core instruction for all students. The role connects screener efforts to NeMTSS so that statewide literacy and NeMTSS efforts share a common message and approach and ensures that statewide work stays connected to this vision through a strong and coherent literacy system.

MINIMUM REQUIRED QUALIFICATIONS
- Bachelor’s degree in education, educational leadership, or a related field plus five (5) years of experience supporting implementation of educational initiatives across multiple stakeholders; OR
- Master’s degree in education, educational leadership, or a related field plus three (3) years of experience supporting implementation of educational initiatives across multiple stakeholders. Equivalent education/experience considered.
- Experience working with school systems, state agencies, or educational service organizations.
- Experience using data to support decision-making and continuous improvement.
- Demonstrated ability to coordinate projects, facilitate collaboration, and communicate effectively across diverse audiences.
PREFERRED QUALIFICATIONS
The following qualifications are preferred but not required:
- Master’s degree in education, educational leadership, or a related field.
- Experience with statewide or regional education initiatives.
- Experience with MTSS/NeMTSS frameworks.
- Experience in school or district leadership, curriculum, or instructional coaching roles.
- Project management experience either within or outside the educational field.
- Experience working with higher education partners or Educator Preparation Programs (EPPs).
- Experience designing or facilitating professional learning.
- Knowledge of the Science of Reading and evidence-based literacy practices.
- Familiarity with literacy assessment tools and data systems.
