We are seeking a Technical Program Manager to drive cross-functional delivery of our Orbital Compute platform, the secure, orchestrated edge-to-orbit compute system that pairs radiation-tolerant compute payloads with a Linux- and Rust-based software stack running NVIDIA-accelerated AI/ML workloads.
In this role, the successful candidate will own program planning and end-to-end execution across hardware, software, security, and systems teams, coordinating delivery across engineering groups of ten or more and driving programs from proof of concept through on-orbit deployment.
Operating in a fast-paced environment characterized by rapid iteration and significant ambiguity, the successful candidate will manage scope, schedule, dependencies, and risk along the critical path; work directly with customers and third-party
vendors to deliver integrated solutions; and serve as the connective tissue between the engineering teams and company leadership, translating technical detail into clear status, risk, and prioritization decisions. This role maybe filled at the Technical Program Manager or Senior Technical Program Manager level commensurate
with experience. This position reports to the Chief Technology Officer.
RESPONSIBILITIES
- Own end-to-end delivery of cross-functional programs for the Orbital Compute platform, from inception through on-orbit deployment, spanning hardware, software, security, and systems engineering teams.
- Coordinate delivery across engineering groups of ten or more, aligning multiple teams the role does not directly manage to a shared plan, roadmap, and set of milestones
- Build and maintain integrated program plans — scope, schedule, dependencies, critical path, and resourcing — across parallel hardware and software workstreams
- Proactively assess risks, anticipate bottlenecks, navigate tradeoffs, and unblock delivery; drive issues and escalations to resolution across teams
- Work directly with customers and third-party vendors and suppliers to deliver integrated solutions, managing external dependencies, interfaces, and integration milestones
- Own program status communication: deliver clear, concise summaries of progress, risk, and decisions to engineering leadership and executives, and run the program's operating cadence of reviews and planning
- Read and reason about system-level technical design and hold credible technical tradeoff discussions with senior engineers across the Linux, Rust, NVIDIA, and AI/ML stack
- Partner with engineering leads to scope efforts, set priorities, coordinate release schedules, and build the business cases that inform prioritization and investment decisions
- Build and improve sustainable delivery processes that accelerate execution, reduce cost, and raise quality
- Steward clear, accurate technical and program documentation
- Deliver iteratively and quickly in a fast-paced environment with significant ambiguity
- Perform additional job duties as assigned
QUALIFICATIONS
- Bachelor of Science in Engineering, Computer Science, or another related technical or quantitative discipline, or equivalent professional experience
- 5+ years of technical program management working directly with software engineering teams.
- Hands-on software development background, or equivalent depth, sufficient to read design documents and reason about distributed systems, service architectures, APIs, and the software development lifecycle.
- Demonstrated experience managing cross-functional programs, building processes, and coordinating release schedules across multiple engineering teams
- Strong project-management disciplines: scope, schedule, budget, quality, risk, and critical-path management
- Track record of leading delivery across engineering groups of ten or more
- Experience working directly with customers and third-party vendors to deliver integrated solutions
- Experience delivering integrated hardware-and-software products (hardware/software co-delivery, embedded, edge, or space systems) strongly preferred
- Technical fluency with Linux, Rust, the NVIDIA software stack (CUDA/GPU), and AI/ML workloads preferred
- Prefer experience with Agile/Scrum and modern program-tracking and CI/CD tooling
- Prefer experience delivering in regulated, secure, or export-controlled environments (ITAR/EAR); an active or prior U.S. Government security clearance is a plus
- track record of making things happen in ambiguous, fast-moving environments
- Uses good judgement to problem-solve proactively, positively impacting hard challenges
- Demonstrated organization skills to meet tight deadlines with high quality results
- Passion for space and the mission
- Entrepreneurial, growth mindset
- High EQ and ability to collaborate within teams and cross-functionally
- Influence without authority — driving cross-functional teams to deliver
- Tech-solutioning in using systems and tools to move smarter and faster

Program Manager Jobs in Houston: Frequently Asked Questions
How do I get a program manager job in Houston?
Focus your search on Houston's dominant hiring sectors: energy and petrochemical, healthcare systems anchored by the Texas Medical Center, aerospace and defense along the NASA corridor, and large engineering and construction firms. Employers here favor candidates with PMP certification, experience managing cross-functional teams, and familiarity with capital project lifecycles. Targeting mid-size energy services firms and hospital network operations teams tends to yield faster responses than applying to corporate headquarters roles.
Which companies hire program managers in Houston?
Employers hiring program managers in Houston right now include University of Houston, Houston Methodist, and UTHealth Houston, based on current listings on Migrate Mate as of September 2026. Houston's hiring mix skews heavily toward energy operators and services companies, integrated health systems, engineering and construction firms, and federal contractors supporting the Johnson Space Center.
Are there remote program manager jobs in Houston?
Yes, though availability depends heavily on the sector. Program manager roles tied to field operations, capital projects, or hospital systems are largely on-site, while those in software, IT, and corporate functions run more remote-friendly. About 62% of program manager openings tied to Houston are remote or hybrid as of September 2026. Technology and business operations roles within energy companies tend to offer the most hybrid flexibility locally.
How can I get a program manager job in Houston with little or no experience?
The most realistic entry path in Houston is moving laterally from a project coordinator or operations analyst role, particularly within energy services firms, hospital network administration, or large engineering contractors that hire in volume. Houston employers also recruit heavily from University of Houston and Rice University co-op and internship pipelines. Earning a CAPM certification and volunteering to lead internal process improvement projects builds the documentation employers expect to see before promoting into a program manager title.
Which industries hire the most program managers in Houston?
Houston program manager roles concentrate in Education, based on current listings on Migrate Mate as of September 2026. Houston's position as the global hub for upstream and downstream energy, combined with the Texas Medical Center being the largest medical complex in the world, creates sustained baseline demand that insulates local hiring from swings in any single sector.
