Role Summary
High impact Technical Program Manager to drive strategic data programs within the Consumer Data Platform spanning data engineering data warehousing data lakes advanced analytics and B. This is a strategic delivery role from 0 to1 problem framing through scaled production delivery, Production support or pure coordination backgrounds will not be a fit.
Program Scope Context The Consumer Data Platform powers personalization targeting insights and decisioning across consumer banking Programs involve ingesting and curating data from multiple source systems building data products and analytics layers for downstream consumption and partnering with marketing risk finance and product engineering teams Expect senior executive exposure and accountability for multiquarter roadmaps
Key Responsibilities
Orchestrate 23 Consumer Data Platform scrum teams to deliver business value with discipline and velocity
Shape ambiguous opportunities into funded initiatives partner with senior leaders to define outcomes success metrics and roadmaps
Partner with engineering leads on solution architecture tradeoffs and engineering breakdown partner with product owners on value alignment
Build credible plans manage end t oend execution across sprints proactively remove blockers and ship features on time
Own program financial management with rigor bottomsup budget forecastvsactual at workstream granularity variance analysis capexopex classification and vendor SOW PO accruals management aligned to Citi financial governance
Act as Scrum Master with deep conceptual mastery backlog refinement story slicing WSJF prioritization velocity calibration dependency management coaching and scaling patterns SAFe LeSS ScrumScale not just running ceremonies
Identify escalate and mitigate program risks early maintain clear RAID logs and decision records
Run executivelevel governance forums steering committees sprint reviews roadmap readouts with crisp status reporting and datadriven progress narratives
Manage crossorganization dependencies data providers platforminfra teams security compliance and downstream consumers
Drive SDLC compliance manage technical debt cultivate operational excellence and meet SLAs
MustHave Qualifications
Bachelors degree in a technical discipline preferably Computer Science or equivalent experience
7 years in software data engineering data analytics BI development plus 35 years of program management with data and analytics teams
Certified Scrum Master CSM PSM or SAFe certification SA SPC RTE required with demonstrable conceptual mastery must articulate agile principles framework tradeoffs and scaling patterns at depth in interview
Strong financial management rigor on enterprise programs direct ownership of multimilliondollar budgets forecast accuracy variance reporting to finance vendor SOW governance Citi or Tier1 bank experience strongly preferred
Handson program delivery in data analytics data warehousing data engineering or BI at least one largescale data platform pipeline warehouse or lakehouse build delivered endtoend into production
Track record of strategic project conceptualization and delivery shaping new initiatives from idea to funded program Coordinatoronly or productionsupport backgrounds without strategicshaping evidence will not be considered
Handson knowledge of one or more Big Data Hadoop Spark Data Warehouse Data Lake Snowflake AWS Tableau and ingestion tools eg Ab Initio
Strong proficiency in Jira and Confluence leanagile planning estimation and execution
Strong verbal and written communication experience working with senior technical and business stakeholders
Strong analytical quantitative and organizational skills comfort with ambiguity and a high ownership operating style
Nice to Have
Prior experience in regulated financial services environments with familiarity in data privacy lineage retention and audit controls
PMP or equivalent program management certification in addition to required Scrum SAFe credentials
Experience with consumer facing personalization marketing analytics decisioning engines or customer 360 platforms
Familiarity with modern data stack patterns ELT data mesh lakehouse architectures Databricks Snowflake Iceberg
Vendor and offshore team management experience
