Job Summary
This Staff Services Analyst position falls within the “Program Analysis Option” of the job description and will focus on quality assurance, Medi-Cal, and data and policy analysis. Responsibilities include analyzing program and service data, tracking regulatory changes, and identifying trends and potential compliance issues. As a member of the Behavioral Health Quality Assurance team, this position supports the ongoing monitoring of behavioral health services and helps develop recommendations to improve program effectiveness. The ideal candidate is a curious, analytical, and detail-oriented team player who enjoys working with data and finding creative ways to improve systems and processes. The county behavioral health landscape is constantly changing, so the ability learn and apply new regulations to existing systems is a key skill. Knowledge of the behavioral health service continuum or health care fields more broadly is desirable, but not required, as comprehensive on-the-job training and mentoring will be provided to the successful candidate. A collaborative approach and genuine interest in learning are essential to success on the Behavioral Health quality assurance team.

Level III
- Pattern 1: One (1) year of full-time experience as a Staff Services Analyst II

- Pattern 2: Graduation from an accredited college or university with a bachelor’s degree;
-AND-
- Two (2) years full-time professional experience performing general administrative, statistical, personnel, fiscal, program, or staff development analytical work.
- Substitution: Additional progressively responsible professional experience performing analytical duties (which require considerable independence performing, compiling, organizing and evaluating information and prepared reports) in any of the functional areas noted above may be substituted for the required education on a year-for-year basis.
TYPICAL PHYSICAL REQUIREMENTS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Reasonable accommodation will be made for individuals on a case-by-case basis.
TYPICAL WORKING CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
SPECIAL REQUIREMENTS
Some positions in these classifications may require possession of a valid California Driver license. Employees who drive on county business to carry out job-related duties must possess a valid California Driver License for the class of vehicle driven and meet automobile insurability requirements of the county. Eligibility for employment for those who do not meet this requirement due to disability will be reviewed on a case-by-case basis by the appointing authority.
May work more than a normal 8:00am to 5:00pm shift.
