INTRODUCTION
Lead, direct, manage and oversee all aspects of program areas. Ensure operations are conducted in compliance with state and federal laws, regulations, policies and guidelines. Lead, direct, manage and oversee all aspects of safety, security and emergency management programs for VDOT.
How you will contribute:
- Budget Development: Develop and administer budgets to ensure proper financial stewardship of available resources and to deliver an effective program.
- Communications: Communicate with stakeholders to include VDOT staff, appointed and elected officials, and other diversified groups on matters related to VDOT programs, policies, procedures or projects.
- Coordination and Policy Functions: Act for and in support of Executive Management on initiatives related to safety, security and emergency management. Serve on special program committees with statewide focus.
- Emergency Response: Oversee, coordinate and direct VDOT response to natural and man-made disasters, weather events, and emergency incidents statewide.
- Execute Programs: Plan, oversee and implement the delivery of programs. Oversee staff priorities through subordinate supervisors. Develop and implement strategic plans and processes to improve systems and services. Monitor program performance and implement business process improvements to ensure effective operations.
- Executive Reporting: Provide periodic reports to the VDOT executive level staff in regards to trends, lessons learned or methodologies to improve the efficiency of the Office's operations.
- Management: Provide leadership, direction and program evaluation for assigned Office. Ensure compliance with federal and state policies, procedures and regulations.
- Management: Provide leadership, direction and program evaluation for the Office of Safety, Security and Emergency Management.
- Policy Management: Manage statewide strategic planning, preparedness, training and policy development in all aspects of safety, security and emergency management operations for VDOT. Serve as an executive consultant to the districts in managing their Critical Infrastructure Procedures and safety, security and emergency management operations.

- Knowledge of incident and unified command structures, field operations, and emergency response personnel.
- Knowledge of operational principles, research techniques and methodologies to include organizational management, administrative process and program areas.
- Knowledge of safety functions and operations related to a large organization.
- Knowledge of supervisory principles and practices to include performance management.
- Knowledge of the theories and principles of employee health and safety, security, emergency response organizations, and emergency operations programs and services.
- Leadership and consultation skills to include working with all levels of management and elected and appointed officials.
MINIMUM QUALIFICATIONS
- Knowledge of agency wide homeland and personnel security issues, initiatives and programs pertains to critical infrastructure.
- Knowledge of critical and operational agency facilities and transportation assets inclusive of relevant methods, programs, regulations, policies and procedures.
- Knowledge of operational principles, research techniques and methodologies to include organizational management, administrative process and program areas.
- Knowledge of safety functions and operations related to a large organization.
- Knowledge of security trends, related legislation, ethics, law, and operations security practices and policies.
- Knowledge of security, maintenance, operational measures and approaches.
- Knowledge of supervisory principles and practices to include performance management.
- Skill in applying federal and state safety codes for compliance.
- Skill in the use of computers and web-based applications.
ADDITIONAL CONSIDERATIONS
- A combination of training, experience, or education in Homeland Security, Emergency Management, Safety, Risk Management, Public Administration or related field desired.
- Experience coordinating agency wide safety, security and emergency management programs.
- Experience coordinating occupational safety and health, homeland and personnel security issues, initiatives and programs pertaining to critical infrastructure protection.
- Experience developing plans, strategies, program identification, resolution and corrective and preventative actions.
- Experience in business operations, program management and security.
- Experience in occupational safety and health, security management, emergency operations, law enforcement, or criminal justice.
- Experience leading and directing operations for a business unit or variety of program areas.
- Experience supervising staff, programs and budgets.
- Experience working with sensitive and classified materials.
