We are seeking a highly skilled Technical Project Manager with demonstrated success leading federal IT programs. The ideal candidate will hold a PMP certification and bring deep expertise in program delivery, stakeholder engagement, QA leadership, business analysis, Agile practices, federal budgeting, and regulatory compliance.
This role requires strong leadership, a proven ability to guide cross-functional teams, and hands-on experience leveraging AWS cloud solutions and modern development practices to support mission objectives. The candidate should also have a strong background in quality assurance, requirements analysis, and Agile project delivery to ensure projects are executed with precision, transparency, and measurable impact.
Key Responsibilities
Project Leadership & Delivery
- Serve as the primary liaison between federal clients, stakeholders, and project teams to ensure transparency, alignment, and mission success.
- Lead, mentor, and manage cross-functional teams (developers, QA analysts, business analysts, DevOps engineers) to deliver projects on schedule, within budget, and to federal quality standards.
- Develop and maintain project roadmaps, schedules, deliverables, sprint plans, and risk management strategies in alignment with PMI and Agile best practices.
- Ensure project execution aligns with federal budgeting, acquisition, and compliance requirements.
- Oversee QA strategy and execution, ensuring comprehensive test planning, automation, defect tracking, and compliance with federal quality frameworks.
- Establish and enforce quality gates across the SDLC to drive defect prevention, not just detection.
- Collaborate with business stakeholders to elicit, document, and prioritize requirements, translating them into functional/technical specifications for development teams.
- Drive the creation of user stories, acceptance criteria, and test cases that reflect mission and business needs.
- Facilitate requirements traceability from business goals through development, testing, and deployment.
- Lead Agile ceremonies including sprint planning, daily stand-ups, backlog grooming, sprint reviews, and retrospectives.
- Coach federal clients and internal teams on Agile adoption, scaled Agile frameworks (SAFe), and hybrid methodologies.
- Foster a culture of continuous improvement, leveraging metrics and retrospectives to improve velocity, quality, and team performance.
- Integrate and optimize AWS cloud technologies to meet technical and mission requirements.
- Partner with technical leads to ensure DevSecOps, automation, and CI/CD pipelines align with security and compliance mandates (e.g., FedRAMP, FISMA, NIST).
- Provide executive-level status reports, risk assessments, and data-driven insights to leadership and stakeholders.
- Bachelor’s degree in Computer Science, Information Systems, Business, or related field (Master’s preferred).
- PMP certification required; additional certifications (AWS Cloud Practitioner/Architect, Agile/Scrum, SAFe, CSM, CSPO, Six Sigma) strongly preferred.
- 8+ years of IT project management experience, with at least 5 years supporting federal programs.
- Proven expertise in federal budgeting, compliance, acquisition processes, and stakeholder engagement.
- Strong background in quality assurance management (test planning, automation frameworks, QA processes).
- Hands-on experience in business analysis (requirements gathering, functional specifications, user stories, acceptance criteria).
- Experience with AWS cloud services and federal cloud adoption frameworks.
- Excellent written and verbal communication skills, with the ability to brief executives and federal stakeholders.
- Demonstrated ability to lead technical teams and manage people effectively in complex, multi-stakeholder environments.
- Delivery of projects using Agile, Waterfall, or hybrid methodologies in federal environments.
- Knowledge of federal acquisition, procurement, and contract management processes.
- Prior experience supporting agencies such as GSA, DOC, USPTO, USDA, or other federal civilian agencies.
- Exposure to QA automation tools (Selenium, JMeter, Cypress, etc.) and requirements management tools (JIRA, Confluence, Rally, Azure DevOps).
- Strong understanding of security, compliance, and governance frameworks relevant to federal IT.

Tips for Your Senior IT Project Manager Job Search
Tailor your resume to delivery methodology
Hiring managers look for Agile, Waterfall, or hybrid delivery experience that matches their environment. Call out the methodology and the scale of each project in your resume bullets, not just the title and dates.
Quantify scope beyond budget alone
Senior roles attract candidates who list team size, stakeholder count, and system complexity alongside cost figures. A line like 'led a 14-person cross-functional team across four business units' tells a more complete story than a dollar amount alone.
Target openings that match your domain depth
A senior it project manager with healthcare EHR experience reads differently to a hiring team than a generalist. Filter openings by industry keyword so you apply where your domain knowledge is a real differentiator, not just a bonus.
Apply early to roles that fit
Migrate Mate lists senior it project manager openings from across the United States in one place, so you can find roles that match and apply directly to each listing.
Prepare a portfolio of rescued or complex projects
Interviewers at the senior level consistently ask for examples of projects that went off course and how you recovered them. Have two or three stories ready that cover scope creep, vendor failures, or executive escalations, with the outcome tied to a business result.
Negotiate scope and authority, not just compensation
At the senior level, decision-making authority and PMO structure affect how effectively you can operate. Before accepting an offer, clarify whether you hold budget sign-off, how many direct reports you manage, and how projects reach your queue.
Senior IT Project Manager Jobs: Frequently Asked Questions
Which companies are hiring the most senior it project managers?
The companies hiring the most senior it project managers right now include 4P Consulting, Booz Allen Hamilton, and KBX, with the largest share of openings in Texas, California, and Virginia, based on current listings on Migrate Mate as of September 2026. Government contractors and large healthcare systems tend to post the highest volumes of senior-level openings consistently throughout the year.
How many senior it project manager jobs are remote?
About 68% of senior it project manager openings are fully remote or hybrid as of September 2026, with remote availability highest in enterprise software, cybersecurity program management, and SaaS implementation roles. Roles tied to on-premises infrastructure upgrades or federal contracts are more likely to require on-site presence at least part of the week.
How do you become a senior it project manager?
Start by building a foundation of IT delivery experience, typically in a junior or mid-level project coordinator or manager role, before moving into senior responsibilities. Earning a PMP certification strengthens your candidacy significantly. From there, focus on leading increasingly complex, cross-functional programs, developing executive communication skills, and deepening expertise in at least one industry vertical or delivery methodology such as Agile or SAFe.
Can you get hired as a senior it project manager without direct senior experience?
It is possible to move into a senior it project manager role without holding that exact title, but you need to demonstrate equivalent scope and complexity. Hiring managers look for candidates who have independently managed enterprise-scale projects, handled executive stakeholders, and owned delivery outcomes end to end. Leading a major program as a mid-level manager, especially one involving budget ownership or a large cross-functional team, can bridge the gap effectively.
What does the senior it project manager interview process look like?
The process typically opens with a recruiter screen focused on your experience, methodology preferences, and general fit. A hiring manager interview follows, usually centered on behavioral questions about how you handled scope changes, stakeholder conflicts, and delayed deliveries. Many employers add a panel round with IT leadership or PMO directors, and some include a case study where you walk through how you would structure a hypothetical project from kickoff through delivery.
Where can I find and apply to senior it project manager jobs?
You can find and apply to senior it project manager jobs on Migrate Mate, which lists current openings from across the United States. Search the listings to find roles that match your experience and methodology background, then apply directly to each listing that fits.
