Job Description
Principal Job Duties & Responsibilities – Senior Supply Chain Specialist – Purchasing

Position Summary: The Buyer is a key member of the Supply Chain team, responsible for executing procurement activities for materials and equipment in support of complex projects from pre-award through closeout.
- Execute purchasing activities for engineered equipment and bulk materials in accordance with project requirements and material management plans
- Prepare bid packages, manage bidder communications and clarification meetings and administer quotation timelines
- Conduct commercial bid evaluations evaluating pricing, terms, delivery, compliance and risk
- Issue purchase orders and manage them through the full lifecycle, including change orders, price adjustments and supplier exceptions
- Validate supplier invoices and resolve discrepancies in a timely manner
- Provide guidance and informal support to junior supply chain team members as required
- Collaborate closely with Engineering, Construction, Logistics, and other project stakeholders
- Plan and organize own work assignments, as well as carry out tasks from management staff
- Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
- Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
- Adhere to and support Fluor’s Health, Safety & Environmental and Sustainability Policies
- May need to travel to attend to business related matters
- Meet expectations on attendance and punctuality
- Other duties as assigned
Basic Job Requirements
- Accredited four (4) year degree or global equivalent applicable field of study and four(4) years* of work-related experience or a combination of education and directly related experience equal to eight (8) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
- High School Diploma or equivalent appropriate General Certificates of Secondary Education or global equivalent, however four (4) years accredited degree or global equivalent preferred
- Ability to communicate fluently in English (read, write and speak)
- Working toward applicable professional certification(s) or license(s)
- Experience should be primarily in the area of material management
- Good interpersonal and communication skills
- Good computer and software skills to include the use of word processing, e-mail, spreadsheets, and electronic presentation programs
- Good leadership and decisions-making skills

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
