Description
Airport Environmental & Sustainability Assistant Manager
Airport Environmental & Sustainability Assistant Manager assists in the administration of projects related to environmental impact assessment, environmental budgets, planning, design, construction and remediation, Clean Air Act and Clean Water Act activities, noise, waste handling and disposal, pollution prevention, asbestos consultation, spill responses, sustainability, and compliance with local, state, and federal environmental laws for the Cleveland Airport System.
Examples of Duties
Under administrative direction, is responsible for planning and administering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.
Minimum Qualifications
Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of any equivalent combination of education, training and experience in program administration required. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Driver's License required.

Additional Requirements:
- Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
- Must be able to pass a pre-employment physical and drug test.
- Must be proficient in the Microsoft Office Suite, particularly Excel and PowerPoint.
- Availability for on-call support and occasional after-hours work for critical system maintenance.
Preferred Qualifications:
- Professional certifications in the field of environmental regulatory and sustainability.
- Two to five years of full-time experience working in an airport environment.
- Ten to fifteen years of progressive, professional experience working in environmental compliance.
- Experience working with projects that are subject to governmental public procurement.

- HAZWOPER 40-hour or 24-hour certification
- RCRA Hazardous Waste Training
- DOT Hazardous Materials Transportation Training
- NIMS and ICS certifications for General Employee Tier
- First Aid
- CPR
- Automated External Defibrillator (AED)

- Fire Extinguisher
Technical Skill:
- Analytical skills, a high level of accuracy and data driven.
- Strong verbal and written communication skills.
- Interpersonal skills and the ability to work collaboratively with others.
- Computer proficient in the Microsoft Office Suite, AutoCAD.
- Must be able to work outdoors as well as indoors and be exposed to various pollutants and weather conditions.
- Must successfully complete all applicable regulatory Ground Vehicle Operator training/assessments, within probationary period, and maintain corresponding airfield driving privileges throughout employment.
Project Planning & Scheduling:
- Identifies, assesses and communicates levels of risk associated with environmental compliance and strategy execution and provides regulatory summaries and recommendations to executive staff.
- Assists with planning and reviews project design engineering drawings, contract specifications, project submittals and field efforts for accuracy, completeness and to ensure compliance with NPDES Permit and stormwater regulations, stormwater best management practices, low impact development, detention, treatment and conveyance requirements.
- Monitors the quality of work performed by consultants and contractors and ensures tasks are complete according to design documents/task orders and within the budgetary and time restrictions of the contract.
- Self-starter with proven ability to work on and manage multiple projects with minimal supervision.
Documentation & Reporting:
- Exhibits strong technical background with proven written and verbal communication skills.
- Accurately prepares scientifically robust documents to summarize findings and recommendations.
- Possesses experience with successful grant writing, execution, reporting, and close-out.
- Assists with the preparation of permit applications and associated environmental reporting.
Stakeholder Coordination:
- Develops and maintains strong working relationships with city, state and federal regulatory agencies, airport stakeholders, tenants, customers, consultants, contractors, and vendors.
- Interacts and negotiates with regulatory agencies.
- Interpersonal skills and the ability to work collaboratively with others.
Compliance & Quality Assurance:
- Develops and implements short-, mid-, and long-term strategic, scientifically valid approaches for continuous improvement of compliance programs, root cause investigations, and corrective & preventative actions that incorporate airport fiscal resilience.
- Leads complex environmental projects and provides regulatory and technical expertise in environmental compliance, sustainability initiatives, natural resources, environmental science, GIS and engineering tasks.
- Evaluates environmental legislation, policies, and guidelines.
- Ensures compliance and implementation of various regulatory requirements including but not limited to RCRA, HAZWOPER, DOT hazardous waste transportation, BUSTR, SPCC, asbestos, Storm Water Master Plan, Industrial and Construction National Pollutant Discharge Elimination System (NPDES) permits, Synthetic Minor Title V Permit, OAC 3745-27-13 Authorizations (Chapter 513), Northeast Ohio Regional Sewer District (NEORSD) Administrative Permit, and other applicable regulatory permits for the Cleveland Airport System.
- Participates as a member of the Airport’s Environmental Spill Response Team and provide response to emergencies on a 24 hour on-call basis.
- Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment.
- Must have field experience with sampling, emergency spill response, regulatory compliance inspections, and a working knowledge of environmental regulations.
- Analytical skills, a high level of accuracy, and data driven.
Administrative Support:
- Demonstrates a proven background in developing and presenting effective training programs.
- Assists with the development of the section budget, project schedules and forecasting, implementing procurement process, and verification of contractor invoices and payments.
Team Leadership:
- Acts as a lead staff scientist, technical expert, and key contributor to airport leadership, teams, committees, and decision making.
- Manages program and project schedules, budgets, staffing, priorities, etc. and reports to project team and management.
- Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
- Must be detail oriented and have the ability to prioritize multiple responsibilities.
- Strong verbal and written communication skills.
