INTRODUCTION
HF Sinclair is seeking a Strategic Growth Supervisor to support capital project delivery across pipelines and facilities. This position reports to the Director of Strategic Growth Projects and provides leadership and oversight for the Project Management Organization (PMO), including direct supervision of Project Managers, Engineers, and Right‑of‑Way staff. The role is responsible for the planning, engineering, execution, and delivery of capital projects in alignment with approved scope, budget, schedule, and company standards.
JOB DUTIES
- Reports directly to the Project Director and supports execution of the strategic growth capital program.
- Supervises and leads Project Managers, Engineers, Right‑of‑Way personnel, and other PMO staff as assigned.
- Accountable for the successful execution and completion of capital projects within approved scope, budget, and schedule.
- Accountable for the development of annual capital budgets and providing recommendations for subsequent‑year funding.
- Ensures project plans, engineering documents, specifications, schedules, budgets, and contractual commitments are met.
- Manages contract engineering (Civil, I&E, Mechanical, Drafting, etc.) and project management activities for pipeline and facility projects.
- Ensures compliance with PMO policies, standards, procedures, and continuous improvement initiatives.
- Ensures compliance with company policies and processes, including Management of Change (MOC), incident investigations, and safety programs.
- Provides engineering leadership and direction for business development scoping, large capital projects, and system improvement initiatives.
- Ensures RFQs, bid evaluations, and contract development comply with Corporate Procurement requirements.
- Ensures projects comply with all applicable regulations, laws, codes, and standards related to safe operation of pipelines and facilities.
- Ensures engineering and construction activities adhere to company Engineering Standards.
- Coordinates activities across Project Engineering, Project Management, Project Controls, Operations, and third‑party service providers.
- Accountable for creation, maintenance, and accuracy of project records, including scope documentation, engineering deliverables, and construction records.
- Provides engineering support through staff engineers to functional groups within Holly Energy Partners.
- Ensures coordination with Operations and other stakeholders to support effective scope definition and project execution.
- Represents HF Sinclair with internal and external stakeholders and fosters strong professional relationships across the organization and industry.
- Serves as a Pipeline Excellence Element Owner and/or Facilitator and promotes active engagement within the PMO.
- Participates in and may lead continued adoption and development of Equity Standards.
- Provides monthly KPI reporting to the Project Director and senior management.
- Provides cost and schedule recommendations and risk assessments to management.
- Special assignments or duties may be assigned by the Project Director as business needs require.
Experience
A minimum of 20 years of progressive experience in capital projects, engineering, and construction management, with a strong emphasis on large, complex capital programs is required.
EDUCATION LEVEL
A minimum of a bachelor’s degree, preferably in a technical or engineering related field, is required. Significant experience in Project and Construction Management & Execution will be considered.

- Advanced proficiency with spreadsheets, CAD tools, databases, and word processing applications.

SUPERVISORY/MANAGERIAL RESPONSIBILITIES

WORK CONDITIONS
Office and field based with up to 20% travel by land and air required. Petroleum pipeline and facilities, warehouse/plant environment, out‑of‑doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Subject to all temperatures including outdoor weather conditions. Subject to all weather and varying road conditions.
