Wayne State University is searching for an experienced Program Manager, HIV Training & Education - Department of Internal Medicine at its Detroit campus location.

ROLE AND RESPONSIBILITIES
Job Purpose:
The Program Manager, Human Immunodeficiency Virus (HIV) Training & Education is responsible for the implementation and management of federally and state-funded programs designed to strengthen the HIV syndemic workforce across the state of Michigan. This role oversees the delivery of training programs, technical assistance, clinical consultation, and coordination of clinical preceptorship opportunities. The Program Manager plays a critical role in supervising program staff, coordinating educational initiatives, and ensuring compliance with grant requirements, while advancing interprofessional education and clinical capacity-building efforts. Key responsibilities include executing approved workplans, supporting continuous quality improvement, and contributing to sustainable HIV workforce development outcomes. This position reports to the Associate Director, MATEC Michigan.
Essential Functions:

HIV Training & Education Program Implementation and Management: Oversee and direct the daily execution of federally and state-funded grant workplans supporting HIV syndemic workforce development, ensuring all activities are aligned with grant requirements, approved scopes of work, and established program timelines.

Training, Technical Assistance, and Practice Transformation: Lead and support the delivery of HIV-focused clinical education, interprofessional training, and practice transformation initiatives, collaborating closely with the Clinician Training Specialist and Associate Director to strengthen healthcare provider capacity and system-level performance.

Staff Supervision and Team Coordination: Supervise and support program staff responsible for training coordination, data tracking, curriculum development, and technical assistance delivery, fostering a collaborative and high-performing team environment.

Grant Compliance, Reporting, and Documentation: Ensure accurate documentation of program activities, outputs, and outcomes; oversee data collection and reporting requirements; and maintain compliance with HRSA, state, and institutional policies.

Budget and Workplan Support: Partner with the Associate Director to develop, monitor, and manage program budgets and workplans, including tracking expenditures, personnel effort, and alignment with approved grant activities.

Stakeholder Engagement and Partnership Development: Coordinate with clinical sites, academic partners, community-based organizations, and public health agencies to support training delivery, recruitment of participants, and alignment with regional HIV workforce needs.

Continuous Quality Improvement and Program Evaluation: Participate in continuous quality improvement efforts by monitoring program performance metrics, incorporating feedback from learners and partners, and supporting refinements to training and technical assistance approaches.

Unique duties:
BASIC QUALIFICATIONS
Education:
Bachelor's degree from an accredited college or university in healthcare, public health, social sciences, education, business, management, or related field. Masters degree preferred.
Experience:
Intermediate (3 to 4 years job-related experience)
Experience supporting budget development and monitoring grant-funded programs preferred.
Experience with training facilitation or curriculum development in a healthcare setting preferred.
Experience working with clinical data and evaluation metrics preferred.
Knowledge, Skills, and Abilities:
- Knowledge of HIV care, prevention, and the HIV syndemic at a level sufficient to support related workforce development activities of multiple health professions from novice to expert.
- Knowledge of federal and state grant-funded programs including workplan implementation, compliance, and reporting requirements with the ability to adapt activities to meet emerging workforce needs.
- Knowledge of adult learning principles and healthcare workforce training models.
- Program management skills, including workplan execution, timeline management, and coordination of multiple activities.
- Supervisory skills to effectively manage program staff and consultants.
- Strong organizational and communication skills for coordinating trainings, technical assistance, and stakeholder engagement with ability to collaborate effectively with clinicians, educators, community partners, and other stakeholders.
- Knowledge of the Ryan White HIV/AIDS Program structure, terminology, and reporting systems as well as those of other funding structures.
- Familiarity with interprofessional education and practice transformation principles and frameworks.
- Ability to identify gaps in workforce capacity and propose responsive training strategies.

WORKING CONDITIONS
Primarily in-office with some flexibility for remote work dependent on programming activities scheduled. Occasional evening and weekend work is required to accommodate the training needs of healthcare providers. Occasional in-state travel to reach healthcare workforce in various settings and geographic locations. Occasional in-state travel for purposes of representing the program at state-level conferences and symposiums as an attendee, exhibitor, or conference speaker. Infrequent out-of-state travel for purposes of coordination with regional leadership team and for purposes of attending national conferences related to programmatic activities.
