Position Description:
Purpose: Using a wide degree of creativity and latitude and in conjunction with the client, the Manager of Technical Services leads a diverse group of technical associates to accomplish client objectives, while developing the technical services business, and serves as the primary point of contact for the client. The Manager oversees all teams within the department and works with the leaders of each team to ensure safe and efficient operations and high quality results for the client.
Essential Functions:
- Serve as the primary point of contact for client and the first point of escalation for Project/Client/Department needs.
- Support the coordination of resources and activities between Test teams and Tech Ops.
- Estimate and secure resource needs (test equipment, vehicles, test team staffing, Tech Ops, etc.)
- Coordinate resources and resolve challenges both within client and TRC (e.g. driver training, facility/infrastructure projects, etc.).
- Forecast and maintain financial budget and handle any corresponding purchase orders and invoices.
- Support various organizational functions including: personnel actions, budget development and tracking, pricing, and policy/process development and implementation.
- Provide manager level review and approval for items including; requisitions, personnel actions, individual development plans, project/test plans, travel expense reports, project deliverables, time entries, etc.
- Be the primary contact for escalation of any safety related topics at the test site and represent department in Corporate Administrative Safety Committee (CASC).
- Responsible for recruiting and hiring process (in conjunction with client management defined resource needs and per job role criteria)
- Ensure quality and accuracy of deliverables by implementing operational oversight and review process.
- Promote technical and operational excellence, and support TRC’s and client core values.
- Foster a positive inclusive work environment and ensure adherence to TRC and client policies and Code of Conduct.
- With support from the Supervisors, accountable for the following:
- Oversee all of the testing activities at the site and ensure an efficient operation.
- Manage and facilitate site facility operations and infrastructure across all teams onsite.
- Manage overall site test program execution per client defined test priorities and deadlines.
- Improve processes and infrastructure across all stakeholder needs.
- Implement Continuous Process Improvements (efficiency, testing, operations, safety, training, etc.).
- Oversee execution of Weekly Business Reports (WBRs).
- Support onboarding of new employees through training on general operational activities.
- Oversee site safety (e.g. testing in the field, COVID protocols, site infrastructure, etc.)
- Supervision of direct reports (supervisors, team leaders, vehicle fleet manager and/or test engineers).
- Deliver general testing services across various levels of Personnel (supervisors, team leaders, vehicle/software operators, test conductors, mission operations specialists, technical operations, and/or test engineers) to meet client’s Service Levels.
- Manage client 6S organizational requirements and author best practices documentation for Testing Services.

Qualifications
- Bachelor’s degree preferred.
- Minimum of five years’ relevant experience.
- Previous management experience preferred.
- Strong problem-solving, attention to detail, organizational, and systematic thinking skills.
- Good business acumen (Business management, leadership, financial literacy, critical thinking).
- Excellent written & verbal communication skills.
- Strong interpersonal skills.
- Effectively manages conflict.
- Proficient with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio).
- Demonstrated ability to quickly develop strong working relationships, work well with people from diverse backgrounds, and collaborate to solve problems and accomplish objectives.
- Experience managing multiple concurrent projects/activities and meeting tight deadlines with significant workload in a changing environment.
- Ability to complete and pass all internal, position specific job and safety trainings required.
- Valid state DMV issued or valid foreign country issued driver’s license.
