Serves as a first-level manager within Education IT, leading software development and application services teams through the direct management of 13 staff members and supporting enterprise level instructional and financial systems. Oversees day-to-day departmental operations, resource allocation, workload management, and staff performance to ensure the successful delivery, support, and continuous improvement of enterprise applications and technology services. The role supports a broad customer base that includes the professional schools, Graduate Education and Postdoctoral Affairs, Office of Education and Student Affairs, Executive Vice Chancellor and Provost, other IT departments, and various administrative departments across the university. Receives assignments in the form of objectives and independently determines how to deploy human, financial, and operational resources to meet schedules, priorities, and organizational goals. Reviews and approves recommendations for application development programs, service enhancements, and strategic initiatives, ensuring alignment with departmental and organizational objectives.
Provides leadership, coaching, and guidance to subordinate staff, supporting employee development and fostering accountability for achieving established goals in accordance with organizational policies, procedures, and controls. Accountable for departmental performance, operational effectiveness, customer service outcomes, and the stewardship of human, financial, and technical resources. Collaborates with campus and IT stakeholders to deliver reliable, scalable technology solutions that support educational, academic, and administrative functions. Exercises significant autonomy in managing departmental operations and making decisions that impact project execution, resource utilization, service delivery, and customer satisfaction. Erroneous decisions or failure to achieve goals can result in increased costs, personnel impacts, reduced service effectiveness, and significant delays to organizational schedules and objectives.
Department Overview
UCSF is technologically and organizationally complex, with both centralized and departmental IT units providing support for enterprise and specialized services. UCSF IT provides infrastructure, network, security, analytics, integration, and application support services, and essential to the organization’s ability to support growth, mitigate security risk, and manage, store and share sensitive information. To better serve the Education Mission, UCSF IT has recently created a new IT Education unit, which is in a period of growth. Led by the Associate CIO for Education, this unit is charged with developing collaborative relationships, processes and services that appropriately enable the education community to execute their mission, while keeping UCSF’s IT environment secure and sufficiently cost effective. With a focus on diversity, equity, inclusion and accessibility, this IT Education team is actively working to establish a computing architecture and services to support digital equity and digital transformation to support and advance the UCSF education mission.
The department oversees a complex technology portfolio of several dozen core and enterprise-level applications (including vendor, homegrown, and hybrid systems) and services, serving close to 30,000 users (faculty, staff, students, and applicants), a robust education data warehouse, and 200+ integration points with all major campus educational systems and learning platforms.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Computer Science, Information Systems or related area and/or equivalent experience/training.
- 10+ years of IT experience in systems implementation and integration, including the planning, deployment, and ongoing support of complex, enterprise-level applications and integration portfolios.
- Deep technical experience in successfully managing the evolving technical needs, integrations, security, and architecture of multiple enterprise-level home-grown and vendor applications.
- Experience with identifying and guiding architectural standards and frameworks across the institution, influencing adoption and ensuring cultural alignment.
- Skillful in evaluating and managing strategic relationships with vendors and ensuring alignment of third-party solutions with enterprise architecture principles.
- Requires knowledge of applications programming function, organizational effectiveness and health and safety (ergonomics, stress).
- Must have knowledge of campus, medical center or Office of the President and systemwide protocols and procedures for budget and account management.
- Critical thinking, persuasion / negotiation, conflict resolution, mentoring and staff development, leadership / management, problem solving, human resources policies and procedures relating to management responsibilities.
- Verbal and written communication, quantitative abilities, analytical, strong mechanical applications programming systems skills.
- Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.
- Demonstrated skill in managing technical staff.
- Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
- Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
- Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
- Experienced in leading change management activities and managing their impact across the unit or department.
- Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
- Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
- Strong knowledge and understanding of service delivery principles.
- Proven expertise in aligning and integrating enterprise technology roadmaps with institutional objectives, ensuring scalability, sustainability, and compliance with evolving regulatory, security, and accessibility standards across domains.
