Position Summary

Engages in epidemiologic activities, produces analysis of health statistics, and prepares and disseminates health reports for the California Tribal Epidemiology Center (the “EpiCenter”).

Essential Functions

• Develops project methodology and determines research design.
• Collects epidemiological electronic data files from Indian health programs and state health agencies.
• Stores and manages the collected data.
• Generates analysis plans.
• Performs analyses, including data linkages with statistical and spreadsheet programs; interprets analyses and writes analytical sections of study reports.
• Develops data collection instruments and collects health surveillance.
• Produces both lay and technical reports to present health data.
• Serves as a coordinator for one or more projects.
• Develops work scopes and schedules for special projects.
• Assists in writing complex contracts or grants as needed.
• Assists in designing and developing simple and complex grant budgets and justifications as needed.
• Serves as a professional consultant to various organizations and committees.
• Communicates with Indian health care providers and the Indian community about data and analytical issues.
• Ensures the accuracy and clarity of analytical information in the EpiCenter.
• Monitors specifically funded program activities and special projects, as assigned.
• Regular and predictable attendance.
• Other relevant duties as assigned.

Additional Responsibilities:

• Maintain a valid, unrestricted driver’s license and ability to be insurable under CRIHB’s automobile insurance for the purpose of potentially driving agency vehicles.
• Requires the ability to drive up to seven (7) hours a day.
• Position may require occasional overnight travel within CRIHB’s service area.

Qualifications

CRIHB recognizes equivalent combinations of education and progressively responsible experience; however, a high school diploma or equivalent remains the minimum educational requirement for employment.

• Bachelor’s degree in Public Health, Communications, English, Health Sciences, or a related field is required, and a minimum of five (5) years of progressively responsible professional experience, including three (3) years directly related to the program area (e.g., grant writing, health research, technical writing, or data coordination).
• In lieu of a bachelor’s degree, applicants must have four (4) additional years of relevant professional experience (total of nine (9) years), including at least three (3) years in a related field.
• Master’s degree in Public Health, Health Communications, or a related field is preferred.
• In lieu of a master’s degree, applicants must have two (2) additional years of progressively responsible experience beyond the bachelor’s baseline, including supervisory, project lead, or advanced technical responsibilities.

Knowledge, Skills, and Abilities

• Experience conducting research literature reviews and working with statistical software (e.g., SAS, SPSS, STATA).
• Strong analytical and writing skills, including the ability to produce well-organized and informative narratives of analytical methods (writing sample may be requested).
• Advanced presentation and communication skills.
• Ability to work independently and collaboratively in a multidisciplinary team environment.
• Ability to conduct research literature reviews.
• Must have advanced verbal, written, and interpersonal communication skills.
• Experience with Tribal health systems, nonprofit organizations, evaluation, or the public sector preferred.
• Proficiency in various computer programs, including MS Office Suite, Office 365, and statistical software (i.e., SAS, SPSS, STATA), etc.
• Work with minimal supervision.
• Ability to multitask.
• Experience in time management and meeting deadlines.
• Commitment to confidentiality, equity, and American Indian self-determination.

This position requires an awareness and a profound respect for American Indian / Alaska Native traditions, customs, and socioeconomic contexts. It also requires the ability to work effectively with Tribal organizations, demonstrating tact, courtesy, discretion, resourcefulness, and sound judgment when handling sensitive matters.

Indian Preference

Preference in hiring is extended to qualified American Indians or Alaska Native applicants in accordance with CRIHB’s Indian Preference policy, as provided under Title 25 U.S.C. § 5307(b). Notice: Sovereign Immunity

Please take notice that sovereign immunity extends to CRIHB as an inter-tribal organization and arm of its consortium tribes and Tribal organizations. CRIHB is not governed by California’s labor laws, including the state’s wage and hour laws or its Family Medical Leave, and Pregnancy Leave laws and regulations. CRIHB’s utilization of certain state family medical and pregnancy leave benefits, or any other benefit, is discretionary and shall not be construed as a waiver of sovereign immunity of CRIHB. CRIHB may provide information and documents that reference state laws or regulations from time to time, and in the event of inconsistency or conflict, CRIHB’s policy shall govern. CRIHB disclaims jurisdiction of any state enforcement. Nothing herein or otherwise shall be construed as a waiver of the sovereign immunity of CRIHB.
