Job Description Summary:
The Engineering Compliance Manager directs and oversees the organization’s Physical Environment regulatory compliance program across all facilities, construction projects, and off-site locations, serving as the subject matter expert for healthcare facilities compliance and ensuring continuous survey readiness. This role provides strategic leadership for Life Safety, Utilities, Environment of Care, fire prevention, medical gas, hazardous materials, and environmental safety programs in alignment with standards from OSHA, NFPA, CMS, The Joint Commission, AHCA, and other authorities having jurisdiction. The position leads regulatory inspections, surveys, tracers, mock surveys, gap assessments, and Plans of Correction; manages permits, certifications, and renewals; oversees compliance tracking systems and documentation governance; and integrates ICRA, ILSM, and other compliance requirements into construction projects. Additionally, the role establishes policies, training programs, performance metrics, dashboards, and risk mitigation strategies while serving as the central liaison with regulators and cross-functional teams to ensure a safe, compliant, and operationally resilient healthcare environment.
Position Responsibilities
- Lead and oversee the Engineering Compliance Program across all facilities, construction projects, and off-site locations, serving as the subject matter expert for Physical Environment regulatory compliance and establishing strategy, annual work plans, priorities, and performance metrics.
- Provide leadership oversight of Physical Environment, Life Safety, and Utilities programs, including actively participating in the EOC/Safety Committee and ensuring required reports, evaluations, management plans, and program governance are completed.
- Lead readiness for Joint Commission, CMS, AHCA, OSHA, and other Authorities Having Jurisdiction by serving as the primary liaison during surveys, tracers, inspections, audits, and regulatory reviews; conduct mock surveys, gap assessments, tracer activities, and ensure development and closure of Plans of Correction.
- Maintain continuous survey readiness by managing regulatory documentation, standardizing audit trails, ensuring documentation consistency, and improving program transparency through structured reporting and leadership visibility.
- Knowledgeable of all safety rules and regulations involved with healthcare maintenance; OSHA, NFPA, CMS, JC, AHCA, EPA, DOT, ANSI, NEC, etc.
- Direct Physical Environment compliance components including Safety, Security, Hazardous Materials/Waste, Life Safety, Utilities, medical gas safety, environmental safety programs, and fire prevention activities.
- Lead safety tours, hazard surveillance, environmental inspections, and investigations of incidents, near misses, and safety events using root cause analysis and performance improvement methodologies, ensuring timely resolution of deficiencies and prevention of repeat findings.
- Establish and oversee the compliance framework for construction projects (ICRA, ILSM, PCRA), ensuring compliance requirements are integrated throughout the project lifecycle including decommissioning, commissioning, inspections, documentation, and regulatory approvals.
- Manage regulatory certifications, permits, and renewals including fire safety permits, boiler certificates, elevator certifications, underground storage tank certifications, lift station certifications, and other permits issued by the City of Miami Beach, DERM, the State of Florida, and other regulatory authorities, ensuring proactive tracking and timely renewal.
- Serve as the central coordination point with external regulators and inspectors, supporting inspections, documentation requests, follow-up actions, and escalation of compliance risks that may impact operations.
- Own development, revision, and governance of compliance policies and procedures; maintain EOC manuals, safety plans, Life Safety documentation, and regulatory records across sites.
- Oversee workforce compliance by formalizing employee training programs, certifications (fire alarm, fire doors, medical gases, safety tools, and other requirements), competency tracking, training schedules, orientation, evaluations, and coordination with Human Resources.
- Identify, assess, and prioritize compliance risks; lead mitigation strategies; support operational continuity; and implement performance improvement initiatives based on data, trends, and findings.
- Oversee compliance tracking systems (CMMS and audit platforms), ensure accurate tracking of inspections, deficiencies, corrective actions, certifications, and regulatory activities, and develop dashboards, KPIs, and executive reporting.
- Provide consultation to departments on OSHA, NFPA, CMS, AHCA, and related requirements; lead cross-functional coordination with committees, operational teams, and external stakeholders to strengthen alignment and program effectiveness.
- Monitor regulatory changes, standards, and accreditation processes, translate them into operational implementation plans, and maintain a proactive compliance program that supports facility reliability, safety, and quality of services for patients, staff, and visitors.

- Knowledge, skills, and abilities required to perform this job are typically acquired through a minimum of two years progressively responsible experience in compliance.
