Job Summary
We are seeking a Technical Project Manager with a strong data background to support complex data and technology initiatives for a global banking client of ours. This role is ideal for someone who combines strong project management and communication skills with the ability to understand and analyze data at a detailed level.
The successful candidate will operate as a blend of Project Manager and Business Analyst, owning project execution while partnering with business and technology stakeholders to define requirements, understand data, manage dependencies, and drive solutions from concept through delivery.
Key Responsibilities
- Lead end-to-end projects, including planning, execution, timelines, risk management, and delivery.
- Partner with business, technology, data, and operations teams to define objectives, scope, requirements, and deliverables.
- Bridge business and technical teams by translating business needs into clear technical and data requirements.
- Develop project plans, milestones, status reporting, and executive-level communications.
- Facilitate requirements sessions, working meetings, stakeholder discussions, and project reviews.
- Analyze and document data requirements, data flows, attributes, relationships, and business rules.
- Demonstrate a strong understanding of data records, data elements/attributes, identifiers and keys, relationships, and what makes a record unique.
- Work with technical teams to understand source and target systems, data transformations, mappings, and dependencies.
- Identify data quality, reconciliation, completeness, and consistency issues.
- Assist with the creation and maintenance of business and functional requirements, data mappings, process flows, and project documentation.
- Manage project risks, issues, assumptions, dependencies, and decisions while driving accountability across teams.
Required Qualifications
- 6–8 years of experience in project management, technical project management, business analysis, data analysis, or a related field.
- Experience managing technology, data, or business transformation projects within a large enterprise, preferably in banking or financial services.
- Understanding of core data concepts, including:
- Data attributes/elements
- Records and datasets
- Unique identifiers and keys
- Data relationships
- Data lineage and flows
- Data mapping and transformation
- Data quality and reconciliation
- Ability to ask detailed questions and quickly understand complex data, systems, and business processes.
- Strong experience gathering, documenting, and managing business and technical requirements.
- Excellent verbal and written communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
- Demonstrated ability to manage multiple stakeholders and drive projects to completion.
- Strong organizational, analytical, problem-solving, and prioritization skills.
- Experience working in Agile, Waterfall, or hybrid project environments.
Preferred Qualifications
- Experience with enterprise data platforms, data warehouses, or data integration environments.
- Familiarity with SQL and the ability to perform basic data analysis or independently validate data.
- Experience with data governance, metadata, data lineage, or data quality initiatives.
- Previous experience in banking, financial services, risk, regulatory, or enterprise data programs.
- PMP, Scrum Master, Agile, or related project management certification.
Ideal Candidate
The ideal candidate is not a traditional project manager focused primarily on timelines and status reporting. They should be comfortable getting into the details of the data, asking the right questions, understanding how information moves between systems, and challenging requirements when something doesn't make sense.
They should be highly organized, technically curious, and an excellent communicator, with the ability to operate effectively between business and technology teams. The right candidate can move seamlessly from an executive-level project discussion to a detailed conversation about data attributes, record structures, identifiers, mappings, and data quality.
In the US, the target base salary for this role is $110,000-$120,000. Compensation is based on a range of factors that include relevant experience, knowledge, skills, other job-related qualifications, and geography. We expect the majority of candidates who are offered roles at our company to fall throughout the range based on these factors.

Which companies sponsor visas for technical project managers in Maryland?
Large federal contractors and technology firms drive most technical project manager sponsorship in Maryland. Leidos, Booz Allen Hamilton, Lockheed Martin, SAIC, and Northrop Grumman all have active sponsorship histories based on Department of Labor LCA filings. Life sciences companies in the I-270 corridor, including major biotech and pharmaceutical employers, also sponsor technical project managers with relevant domain experience.
Which visa types are most common for technical project manager roles in Maryland?
The H-1B visa is the most common visa for technical project managers in Maryland, as the role typically qualifies as a specialty occupation requiring at least a bachelor's degree in a directly related field such as engineering, computer science, or information systems. Some candidates in the federal contracting sector pursue TN visa status if they are Canadian or Mexican nationals, and L-1 visa transfers are an option for those already employed internationally by a company with a U.S. presence.
Which cities in Maryland have the most technical project manager sponsorship jobs?
Bethesda and Rockville lead in technical project manager sponsorship volume, anchored by federal agencies, defense contractors, and health IT firms. Annapolis Junction and Columbia attract cybersecurity and intelligence-adjacent employers. Baltimore has a growing presence, particularly in healthcare IT tied to Johns Hopkins Health System and University of Maryland Medical System. The DC suburban corridor overall generates the highest concentration of sponsored roles.
How to find technical project manager visa sponsorship jobs in Maryland?
Migrate Mate filters job listings specifically by visa sponsorship status, so you can browse technical project manager roles in Maryland without sorting through employers who do not sponsor. The platform surfaces positions from federal contractors, tech firms, and life sciences companies across Bethesda, Rockville, Columbia, and Baltimore, which are the primary hiring centers for sponsored technical project manager roles in the state.
Are there state-specific considerations for technical project manager roles and visa sponsorship in Maryland?
Maryland's heavy federal contracting presence means many technical project manager roles require security clearances, which can complicate or delay sponsorship since clearances are generally unavailable to non-U.S. persons. Candidates on H-1B or other nonimmigrant visas are typically limited to unclassified or commercially focused roles within these firms. The I-270 life sciences corridor and Baltimore's health IT sector offer more accessible sponsorship pathways for international candidates without clearance eligibility.
What is the prevailing wage for sponsored technical project manager jobs in Maryland?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
