A role in Enterprise Risk Governance means creating effective and scalable governance processes, monitoring frameworks, and assurance routines that enable business and compliance program owners to identify, monitor, test, and mitigate risks. The team drives enterprise visibility, strengthens control effectiveness, and supports executive and Board-level oversight through structured governance and data-driven reporting. You will build valuable relationships and make a meaningful impact as you coordinate critical resources across teams in a complex and fast-paced retail environment.
As a Lead Consultant, Risk Insights & Monitoring, you will:
- Lead cross-functional development of enterprise risk and control monitoring standards that strengthen governance and control effectiveness.
- Partner with risk owners to convert documented controls into monitorable controls and practical KPIs/KRIs that demonstrate control performance.
- Develop and implement monitoring procedures and routines to evaluate the effectiveness and sustainability of internal controls across multiple business areas and compliance domains.
- Identify monitoring gaps, data limitations, and unmonitorable controls; establish compensating testing or validation strategies to ensure coverage of key risks.
- Enhance traceability between risks, controls, monitoring metrics, testing results, and findings within Risk Cloud to improve transparency and reporting accuracy.
- Develop a strong understanding of regulatory expectations, industry trends, and emerging risks to inform monitoring strategies and governance priorities.
- Influence compliance program leaders and key stakeholders regarding monitoring solutions, implementation strategies, and maturity expectations.
- Lead complex analysis of monitoring data, control performance trends, and risk indicators to identify emerging issues and drive risk-based mitigation strategies.
- Establish trusted relationships with risk owners to support adoption of monitoring standards and continuous improvement actions.
- Collaborate with Technology, Data, Internal Audit, and stakeholders to support dashboard development, data quality improvements, and integrated assurance visibility.
- Support risk governance by defining risk driver metrics, escalation triggers, and executive-ready reporting insights.

About You:
- Bachelor’s degree in Business, Risk Management, Compliance, or related area of study, or the equivalent combination of education and experience.
- 5+ years of relevant work experience supporting compliance, risk management, audit, or controls assurance frameworks and processes.
- Experience leading cross-functional initiatives that impact multiple compliance programs or business units.
- Strong interpersonal and stakeholder collaboration skills with the ability to facilitate meetings, resolve conflict, build consensus, and influence without direct authority.
- Effective root cause analysis skills with the ability to use analytical and critical thinking to identify risks, evaluate control effectiveness, and recommend improvement actions.
- Effective communication skills with the ability to create transparency, confidence, and influence across all levels of Target team members.
- Ability to design and implement monitoring routines, metrics frameworks, and governance processes that scale across a federated compliance environment.
- Ability to plan, execute, monitor, and close projects to meet specific objectives in response to ambiguous, changing, or competing priorities.
- Ability to work autonomously and manage multiple projects simultaneously while maintaining appropriate prioritization and adherence to deadlines.
- Ability to apply discretion and sensitivity while working with confidential information.
Preferred Qualifications:
- Experience implementing or optimizing governance, risk, and compliance technology platforms (e.g., Risk Cloud).
- Experience developing dashboards, metrics frameworks, or data-driven reporting solutions.
- Knowledge of risk management systems, regulatory expectations, and maturity models.
- Experience in retail operations or other complex, consumer-facing industries.
This position will operate as a Hybrid/Flex for Your Day work arrangement based on Target’s needs. A Hybrid/Flex for Your Day work arrangement means the team member’s core role will need to be performed both onsite at the Target HQ MN location the role is assigned to and virtually, depending upon what your role, team and tasks require for that day.
