Project Quality Control Administrative Coordinator
Contractor Quality Control (CQC) / RMS Administrator
Department: Operations / Quality Control
Reports To: Quality Control Manager
Secondary Reporting: Project Manager / Project Executive
Location: Project Site Office – Stennis Space Center, MS
Position Summary
Birmingham Industrial Construction, LLC (BIC) is seeking a highly organized and detail-oriented Project Quality Control Administrative Coordinator to support the Contractor Quality Control (CQC) Program on a federal construction project.
This position provides administrative and document control support to the Quality Control Manager by maintaining project records, processing Quality Control documentation, uploading and organizing project information within the Resident Management System (RMS), and assisting with contract administration activities. The successful candidate will help ensure that project documentation remains accurate, complete, timely, and fully auditable.
The position is critical to maintaining compliance with USACE Quality Control requirements and supporting successful execution of federal construction contracts.
Primary Responsibilities
Resident Management System (RMS)
- Maintain and update Resident Management System (RMS) project information.
- Upload Quality Control documentation into RMS.
- Verify completeness and organization of uploaded records.
- Monitor outstanding RMS administrative items.
- Assist with RMS reconciliation activities.
- Prepare weekly RMS status reports.
- Verify document naming consistency.
- Coordinate RMS records with project documentation.
Quality Control Documentation
Assist the Quality Control Manager by processing:
- Daily QC Reports
- Preparatory Meeting Reports
- Initial Inspection Reports
- Follow-Up Inspection Reports
- Deficiency Logs
- Corrective Action Logs
- Testing Reports
- Inspection Photographs
- Field Observation Reports
Verify documents for:
- Completeness
- Proper signatures
- Required attachments
- Correct dates
- Specification references
- Drawing references
Document Control
Maintain project document control systems including:
- Electronic filing
- Hard-copy files
- Quality Control records
- Meeting minutes
- Correspondence
- Testing records
- Inspection reports
- Executive Recovery documentation
Ensure project records remain organized and readily retrievable for Government review.
Submittal Administration
Assist Project Engineering by:
- Updating the Submittal Register.
- Tracking Government review status.
- Monitoring outstanding submittals.
- Coordinating resubmittals.
- Organizing approved submittals.
- Maintaining historical records.
Testing Documentation
Coordinate collection and organization of:
- Density testing
- Concrete test reports
- Material certifications
- Laboratory reports
- Manufacturer certifications
- Inspection reports
Ensure documentation is filed and uploaded promptly.
Executive Reporting Support
Prepare administrative information for:
- Weekly Executive Recovery Meetings
- KPI Dashboard updates
- RMS status reports
- Audit reports
- Recovery matrices
- Action item tracking
- Performance metrics
Meeting Coordination
Prepare:
- Meeting agendas
- Attendance rosters
- Meeting minutes
- Action item logs
- Distribution lists
Track completion of assigned action items.
Administrative Support
Provide administrative support to:
- Quality Control Manager
- Project Manager
- Project Executive
Including:
- Data entry
- Spreadsheet management
- Report preparation
- Filing
- Printing
- Scanning
- Document distribution
Required Qualifications
- Minimum 3 years of administrative experience in commercial or federal construction.
- Excellent organizational skills.
- Strong attention to detail.
- Ability to manage multiple priorities.
- Excellent written and verbal communication skills.
- Proficient with Microsoft Office Suite.
- Strong Microsoft Excel skills.
- Experience with PDF document management.
- Experience maintaining electronic filing systems.
Preferred Qualifications
- Previous experience supporting a USACE Contractor Quality Control program.
- Experience with USACE Resident Management System (RMS).
- Experience with USACE EM 385-1-1 documentation requirements.
- Experience with construction document control.
- Experience with Procore, Primavera P6, or similar construction management software.
- Familiarity with Quality Control documentation requirements under Section 01 45 00.
