Position Summary
The Product Manager III – Payment Services owns NISC's end-to-end payment solutions, serving as the enterprise expert on platforms, channels, processors, pricing, compliance, and partnerships. This high-visibility role leads the strategy, roadmap, and delivery of secure, scalable payment solutions aligned with Member needs and regulatory requirements. The role also drives partner relationships, evaluates emerging technologies, and ensures strong performance while advancing NISC's payment capabilities as it grows.
Essential Duties \& Responsibilities
- Own the end-to-end product strategy, vision, and roadmap for NISC's Payment Services portfolio, ensuring alignment with enterprise product strategy and Member needs across all payment channels and integrations.
- Serve as a thought leader on payment strategy, industry best practices, and state-level regulatory requirements.
- Serve as the enterprise expert on payment platforms, processors, pricing, and regulatory frameworks, translating complex industry, legal, and compliance requirements (PCI, card networks, NACHA, Reg E) into secure, audit-ready product strategy and execution.
- Own and evolve executive-level relationships with payment processors, card networks, banking partners, and third-party providers to advance NISC's payment strategy.
- Serve as the senior, member-facing leader for Payment Services, influencing product direction through strategic engagement with Members, internal leadership, and industry forums.
- Drive governance and prioritization by leading Change Review Boards (CRBs), gathering stakeholder input, and maintaining clear product roadmaps, timelines, and dependencies.
- Lead NISC's evaluation and adoption of emerging payment capabilities, including digital wallets (Apple Pay, Google Pay), instant payments (FedNow), and fraud mitigation technologies.
- Demonstrate a commitment to NISC's Statement of Shared Values.
Required Qualifications
- 7+ years of product management experience, with at least 4 years focused specifically on payment products, payment platforms, or financial technology.
- Demonstrated experience managing payment products at scale — ideally processing millions of transactions monthly across multiple channels and customer segments.
- Deep knowledge of PCI-DSS compliance requirements and hands-on experience shepherding products through compliance processes.
- Strong working knowledge of card network rules (Visa, Mastercard operating regulations), NACHA ACH rules, and relevant federal consumer financial regulations (Reg E, CFPB).
- Experience managing or negotiating with payment processors, gateways, or acquiring banks.
- Strong cross-functional leadership skills with experience driving alignment across engineering, compliance, legal, finance, operations, and customer-facing teams.
- Excellent written and verbal communication skills, including the ability to present complex payment and compliance topics to executive, member, and technical audiences.
- Ability to travel as needed.
Preferred Qualifications
- Experience in energy, broadband, municipal services, or cooperative billing environments — or direct experience building payment products for these verticals.
- Prior experience at a payment processor, acquiring bank, or payment-focused SaaS company.
- Exposure to convenience fee and surcharge compliance across multiple U.S. states.
- Experience with IVR, kiosk, or in-person payment channel management.
- Knowledge of FedNow, RTP, or real-time payment product development.
- Experience with pay-by-bank, open banking, or ACH-based payment product initiatives.
