PURPOSE:
This position exists to support the Water Protection Division (WPD) Program Financial Manager by providing accurate financial oversight, enabling data-driven decision making, and ensuring effective use of funds across multiple complex funding sources. The role also leads financial staff, delivers analysis and reporting, improves internal processes, and ensures continuity of financial management to support organizational goals and operational stability. This position manages and oversees budgeting, financial planning, and fiscal operations to ensure programs remain financially sound and compliant with state and federal requirements.
Responsibilities:
- Manage budgeting, forecasting, and financial planning across multiple funding sources
- Lead budget reviews and support preparation and submission of annual operating budgets and appropriation requests
- Ensure accurate financial tracking, reconciliations, and regulatory reporting compliance
- Supervise, train, and support financial staff to ensure quality and timeliness of work
- Provide financial analysis, reporting, and review submissions from Bureau Financial Managers
- Evaluate program costs and support data-driven resource allocation decisions
- Assist the WPD Program Financial Manager with special assignments
CUSTOMERS:
- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not-for-profit organizations
- Internal staff
MINIMUM QUALIFICATIONS:
Bachelor's Degree in business administration, economics, accounting, finance, or auditing and six (6) years of experience in accounting, business administration, public administration, finance, or auditing, to include two (2) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
EMPLOYMENT REQUIREMENTS:
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification.
WORKING CONDITIONS:
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
