ABOUT THE JOB
Turner & Townsend is seeking an experienced Program & Project Manager to support major civil infrastructure and rail construction initiatives. The ideal candidate will bring strong program and project management capability, with a particular strength in developing clear, structured processes and procedures that support effective project delivery.
This role will play a key part in shaping program governance, leading the development of project management manuals, delivery frameworks, and standardized processes, ensuring all documentation is accurate, consistent, and aligned with best practice. The successful candidate will also facilitate workshops with clients and delivery partners to gather requirements, validate workflows, and translate complex technical information into well‑defined procedures.
This individual will collaborate closely with internal teams, clients, contractors, and design professionals to ensure high‑quality delivery, strong stakeholder engagement, and alignment with program objectives.
Key Responsibilities:
Program Management
- Lead the development and refinement of program processes, governance frameworks, and construction management procedures, producing clear, high‑quality written documentation.
- Facilitate workshops with clients and internal teams to gather requirements, validate workflows, and translate complex information into structured processes and procedures.
- Provide program reporting, KPI tracking, and stakeholder communication.
- Strengthen client and contractor relationships while contributing to business development and pursuit efforts.
Project Management
- Manage and coordinate project stakeholders—including architects, engineers, and contractors—to ensure compliant and timely delivery.
- Track and manage schedules, milestones, budgets, and project documentation.
- Oversee planning, execution, design reviews, and adherence to quality, safety, and environmental standards.
- Produce status reports and maintain effective communication across project teams.
- Provide technical support on RFIs, cost control, value engineering, and constructability.
- Review drawings, reports, and submittals to ensure accuracy and alignment with project goals.
- Identify process improvements and support internal best practice adoption.
ADDITIONAL REQUIREMENTS
- SOX control responsibilities may be part of this role and must be adhered to where applicable.
QUALIFICATIONS
On-site/ in-office presence is required three days out of the work week. Requirements may change depending on our client's needs.
- Bachelor’s degree in construction management, engineering or field related to construction.
- Minimum 3-5 years of relevant rail construction experience is required.
- A thorough knowledge of Project & Program Management methods and best practices.
- A thorough knowledge of forecasting, budgeting, planning, design, schedule and scope management.
- Have the technical skills to read, understand, and communicate contract requirements including construction drawings and specifications and interpret construction methods.
- Strong written communication skills with a proven ability to develop clear, structured processes and procedures for rail construction and project delivery.
- Be able to understand and follow site HSSE Policies.
- Technology competent in using the following Software: MS Outlook, MS Word, MS Excel, MS Project, MS PowerPoint.
- Competent user of data management software and systems for data management, analytics, and quality assurance.
- Strong communication skills.
ADDITIONAL INFORMATION
The salary range for this full-time role is $110K-$130K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
