About this Role
The HR Compliance Program Manager is the operational backbone of Carrier's HR Compliance Program — the person who ensures we move from identifying compliance obligations to actually managing them as a coordinated portfolio. The HR Compliance Program Manager drives project execution, cross-functional integration, and program governance across our U.S. and Canada compliance landscape. They keep work visible, accountable, and on track so that our COE leaders, legal partners, and HR teams can focus on substance rather than chasing status.
Our compliance framework has matured significantly — formalized intake processes, defined RACI, governance councils, to address a very dynamic legal and regulatory environment. The Program Manager will own the cadence, connects the dots across COEs, and turn compliance requirements into managed projects with clear owners, milestones, and escalation paths.
This position can be located at our Carrier office in Indianapolis, Charlotte or Palm Beach Gardens.
Job Responsibilities

Program Execution & Tracking: Manage and drive progress across the full portfolio of HR compliance projects — maintaining line of sight on timelines, owners, status, and risk. Proactively surface at-risk workstreams and escalate before they become problems. Own the Asana-based project management system and ensure adoption across stakeholders.

Cross-Functional Integration: Serve as the connector between Legal, HR COEs (Compensation, Benefits, Talent Acquisition, HRT, Payroll), and regional HR teams. Ensure that compliance actions identified through legal analysis, regulatory changes, or gap assessments are properly assigned and integrated into each COE's operating rhythm — not parked in a tracking spreadsheet.

Program Governance & Reporting: Support and lead compliance council meetings, maintain reporting mechanisms, and prepare dashboards and executive-ready materials for Compliance Council leadership and executive sponsors. Provide clear, honest reads on program health — not just status updates, but insight into where we're ahead, where we're behind, and what it means.

Regulatory Triage & Gap Management: Triage compliance-related updates from multiple sources — legislative changes, audit findings, legal advisories, internal assessments — and route them to the appropriate COE. Engage legal counsel to define requirements and assess risk. Help develop solutions to close gaps and continuously refine the overall program.

Training, Communication & Documentation: Develop and deliver compliance-related training, communications, and documentation. Ensure HR teams and people leaders understand their compliance obligations and that the right materials exist to support consistent execution.

Regulatory Awareness: Stay current on changes to federal, state/provincial, and local employment laws, regulations, and industry best practices across U.S. and Canada jurisdictions. Recommend updates to policies and program priorities as the landscape evolves.
Required Qualifications
- Bachelor’s degree
- 5+ years of HR experience
- 1+ year of compliance or program/project management
Preferred Qualifications
- Working knowledge of employment law and HR regulatory requirements (FMLA, FLSA, EEO, ADA, state/provincial wage and hour, etc.)
- Strong organizational and analytical skills — able to manage multiple priorities, synthesize information from disparate sources, and deliver clear outputs
- Effective communicator who can translate compliance complexity into plain language for diverse audiences
- Demonstrated ability to influence and drive outcomes in a matrixed environment, working across senior leaders and functional teams without direct authority
- Prior experience supporting diverse, multi-site populations preferred
- Proficiency with project management tools (Asana or equivalent) and comfort building dashboards and presentations
Pay Range
The annual salary for this position is between $96,000.00 - $192,000.00 annually. Factors which may affect pay within this range include, but are not limited to, skills, education, experience, and other unique qualifications of the successful candidate.
Other Compensation
This position is entitled to short-term cash incentives, subject to plan requirements.
