ROLE AND RESPONSIBILITIES
- Assist the Deputy Chief Legal Officer and Chief Legal Officer in managing the numerous and varied legal affairs of Premier Health Partners.
- Provide legal advice and services in support of Premier Health and its affiliated entities, helping the organization navigate a full range of healthcare legal issues with confidence, clarity, and sound judgment.
- Provide legal advice and counsel to administration and clinical staff regarding medical-legal matters, including informed consent, privacy, disclosures to law enforcement, medical staff matters, and regulatory requirements.
- Analyze the impact and application of federal and state healthcare laws and regulations, including HIPAA, EMTALA, fraud and abuse laws, and Medicare Conditions of Participation.
- Advise on arrangements involving hospitals, physicians, and vendors.
- Analyze and apply state and federal licensure laws related to healthcare entities and licensed healthcare professionals, including scope of practice and board reporting obligations.
- Assist in the preparation, review, and negotiation of documents for complex transactions, incorporating applicable healthcare regulatory requirements, including Stark and Anti-Kickback Statute considerations.
- Prepare and review legal documents supporting the clinical, academic, strategic, and business functions of Premier Health and its affiliates.
- Develop and review policies and procedures for Premier Health and affiliated entities.
- Serve on hospital and affiliate committees and assist in the formulation and implementation of policies and practices.
- Address legal issues involving regulatory and reimbursement matters, fraud and abuse, contracting, risk management, patient relations, medical staff issues, corporate transactions and governance, real estate, and labor and employment matters.
BASIC QUALIFICATIONS
- Juris Doctorate from an accredited law school. (Doctorate degree required in Law)
- Active license to practice law in the State of Ohio.
- 3–5 years of job-related legal experience preferred.
- Knowledge of laws and accreditation standards governing healthcare delivery by providers and suppliers, including hospitals, physicians, ambulatory surgery centers, clinical laboratories, and outpatient behavioral health providers.
- Experience with fraud and abuse, physician self-referral, anti-kickback, privacy, billing and reimbursement, and patient care issues.
- Ability to work independently with minimal supervision.
- Effective interpersonal skills with the ability to work closely with healthcare providers, academic personnel, and all levels of management, administration, and leadership.
- Effective leadership skills demonstrating innovation, change management, strategic thinking, and problem solving.
- Superior written and verbal communication skills, including strong legal writing technique and the ability to explain complex legal concepts to non-lawyers.
- Ability to function effectively and complete projects in a timely manner in a fast-paced, changing environment with multiple priorities.
