- Minimum 5 years of progressive experience in program management, project management, or operations within the semiconductor, hardware, or complex electronics industry.
- Proven track record of successfully managing complex, multi-disciplinary engineering programs through the entire product lifecycle.
- Demonstrable expertise with Product Lifecycle Management (PLM), Enterprise Resource Planning (ERP), and Advanced Planning System (APS) systems; experience with major platforms (e.g., SAP, Oracle, Netsuite, Kinaxis Maestro) is highly desirable.
- Solid knowledge of supply chain processes, procurement, and vendor management, especially in a fabless semiconductor model.
- Exceptional communication (written and verbal), presentation, and interpersonal skills, with the ability to influence and lead cross-functional teams without direct authority.
- Proficiency in project management tools (e.g., MS Project, Jira, Confluence).
- Strong analytical, problem-solving, and decision-making abilities.
- Ability to thrive in a fast-paced, ambiguous, and constantly evolving environment.
Preferred Qualifications:

Which companies sponsor visas for engineering program managers in Oregon?
Intel is the largest sponsor of engineering program manager roles in Oregon, with its Hillsboro campus driving significant H-1B filings for program and technical management positions. Nike, Daimler Trucks North America, Precision Castparts, and a range of Portland-area software and semiconductor companies also have documented sponsorship histories for this role type. Smaller firms in the clean energy and hardware sectors are active as well.
Which visa types are most common for engineering program manager roles in Oregon?
The H-1B is the most common visa category for engineering program managers in Oregon, given the role's requirement for a bachelor's degree or higher in engineering, computer science, or a related technical field. L-1A and L-1B transfers are also used when candidates are moving from a multinational employer's overseas office to an Oregon location, particularly at large firms like Intel with global operations.
Which cities in Oregon have the most engineering program manager sponsorship jobs?
The Portland metro area accounts for the overwhelming majority of engineering program manager sponsorship activity in Oregon. Hillsboro is particularly active due to Intel's large manufacturing and R&D presence. Beaverton, where Nike is headquartered, adds to the concentration in Washington County. Portland proper has additional opportunities in software, logistics, and healthcare technology sectors.
How to find engineering program manager visa sponsorship jobs in Oregon?
Migrate Mate filters job listings specifically for roles where employers have indicated visa sponsorship availability, making it more efficient than broad job searches for engineering program manager positions in Oregon. You can filter by state to focus on Portland, Hillsboro, and Beaverton employers. Migrate Mate's listings reflect companies with active H-1B and other sponsorship histories, which is especially useful for scoping Intel and Oregon's semiconductor corridor.
Are there any Oregon-specific considerations for engineering program manager sponsorship candidates?
Oregon's semiconductor and advanced manufacturing industries are classified under federal priority sectors, which can influence employer willingness to sponsor given workforce pipeline incentives tied to the CHIPS Act. Oregon State University and Portland State University supply technical talent that some employers benchmark when assessing international candidates. Program managers in Oregon's chip fabrication sector may also encounter prevailing wage requirements that reflect the high concentration of unionized and specialized technical labor in Washington County.
What is the prevailing wage for sponsored engineering program manager jobs in Oregon?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
