Position Summary
FHLBank Pittsburgh (FHLBank) is seeking a Senior AHP Specialist who will support the Affordable Housing Program and other community-focused products. This position is within the FHLBank's Community Investment department which manages seven affordable housing and community development grant and loan products. This role will lead critical processing, analysis, reporting and customer service for these products. We are looking for an energetic, dynamic and committed individual seeking to join a team passionate about affordable housing and community development. We work together to create a positive and collaborative work environment to serve our member financial institutions and our communities. This position is a great opportunity for an individual who has experience in affordable housing, community development, the finance industry, and other related work. FHLBank community investment products include the Affordable Housing Program, First Front Door, Home4Good, Banking On Business, Community Lending Program and Blueprint Communities.
Primary Success Factors
- Supports the major functions of FHLBank Pittsburgh’s affordable housing real estate development grant program, Affordable Housing Program (AHP) and similar affordable programs such as the voluntary housing grant (VHG), including:

Reviews grant applications for the AHP, including analysis of proposed projects that involve tax credit financing and other complex real estate transactions; ensures proposed projects meet regulatory and policy requirements; determines project feasibility based on underwriting criteria as defined by FHLBank procedures.

Underwrites funding transactions for approved AHP projects and performs compliance and monitoring functions throughout the AHP project compliance period.

Manager, Affordable Housing may authorize position to review and approve other Analysts’ recommendations for AHP project disbursements and AHP post-completion reports.

Leads, under supervision of Manager, Affordable Housing, certain components of the AHP’s operations, such as monitoring and required data reporting. This entails compliance with all applicable regulations, policies and procedures. For reporting, this includes ensuring data integrity, accurate and timely preparation and submission of monthly reconciliations for AHP and other Community products and reports to the FHFA, Board, Bank Management and other stakeholders, as necessary.

Handles transaction analysis, qualification determinations, commitment and disbursement of funds and related file management.

Develops new databases for Community products; interacts with Information Systems in the development, implementation, modification, and ongoing maintenance of Community product information systems; serves as Community Investment Department (CID) representative for Bank projects.

Participates in CID’s business strategy and policies to ensure regulatory compliance, analyzes internal and external data to recommend policy decisions to management. Works with and presents to Affordable Housing Advisory Council when required.

Participates in meetings of the Affordable Housing Advisory Council (Council), Board of Directors and Bank management. Supports the development of the Affordable Housing Program Implementation Plan.

Participates in the development and implementation of new products and special assignments related to the Bank's mission and vision.

Recommends more effective and efficient program/operation changes; periodically analyzes the Community Products to determine customer and project profiles; recommends program changes to management that will meet customer needs and expand program usage; conducts research to create marketing strategies, products, and mission-related investments.

Provides quality customer service and technical assistance by communicating program parameters and processes to member financial institutions, housing developers and other key stakeholders; responds to customer requests and program eligibility questions; troubleshoots customer issues and concerns.

Effectively communicates ideas and program information to the Bank’s management team, Council, Board of Directors and FHFA.

Ensures compliance with applicable policies, procedures and regulations to ensure safe and sound business operations.
Required Experience
- Bachelor’s degree in Finance, Business, Economics, Public Policy, Urban Planning or related major or equivalent experience; housing development training certificate from Grow America or equivalent organization is preferred.

Five or more years’ experience in banking, housing or economic development with at least four years in affordable housing; possession of a graduate degree in a related field may be substituted for one year of work experience.

Excellent analytical, communication, and administrative skills.

Ability to underwrite complex real estate transactions.

Experience with Microsoft Office, including Word, Excel, Access and PowerPoint; ability to create and modify databases and complex spreadsheets.
