The role enforces a structured project delivery framework that embeds QA/QC, regulatory compliance, documentation, and verifiable output approval into day-to-day execution.
As a Junior Project Director, you are a trusted advisor to clients, comfortable operating at the intersection of technical delivery, regulatory compliance, and program governance. You bring familiarity with state and federal environmental regulations, consent orders, and cleanup criteria, and you know how to embed QA/QC, verification, and documentation controls into day-to-day execution, so compliance is achieved by design, not inspection.

Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:

- Lead monthly project health checks to confirm regulatory status, schedule adherence, technical progress, risks, and subcontractor performance; assign corrective actions and document closeout.
- Maintain documentation and traceability: ensure outputs are tracked, issued/received transmittals are recorded, and an audit trail is maintained for key deliverables (plans, analytical packages, reports, submittals, meeting notes, corrective actions).
- Ensure communications, reporting plans, and deadline control are defined during initiation/planning and actively tracked to meet reporting obligations on time.
- Oversee vendor and subcontractor governance, including use of prequalified vendors, review of work plans/procedures, and verification pathways consistent with deliverable requirements.
- Enforce output verification and quality requirements prior to external use; ensure competent check/review and director approval are completed and evidenced in the project workspace.
- Coordinate with the Program Manager on escalations, decision rights, and alignment to program-level governance and performance measures.
- Drive a culture of safety, compliance, and continuous improvement—controls embedded in workflows, not added later.
BASIC QUALIFICATIONS
- Demonstrated leadership of complex or high-risk projects within regulated environments.
- Strong grasp of project governance, assurance/verification, and documentation controls.
- Experience managing multi-disciplinary teams, vendors, and subcontractors.
- Strong planning, reporting, and stakeholder communication capabilities.
- Experience using PMBOK-aligned tools such as communication/reporting plan templates, WBS-based planning, and structured health checks.
- Experience with integrated data pipelines and dashboards that support compliance and performance visibility.
QUALIFICATIONS
- Bachelor’s degree in Environmental Engineering, Geology, Environmental Science or related field
- PE or PG will be highly regarded
- 5-8 years of upstream oil & gas environmental consulting experience including environmental remediation and site assessments, report writing, data management & interpretation, project coordination, and managing clients
- Solid understanding and working knowledge of California's regulatory environment
- OSHA 40-hour HAZWOPER certification a plus
- Ability and willingness to travel client meetings is required
- Experience with repeatable, high-volume programs where standardization and automation are used to improve efficiency.
- Familiarity with analytics dashboards and data management practices that support compliance tracking and decision-making.

Which companies sponsor visas for project directors in Pennsylvania?
Healthcare systems such as UPMC, Penn Medicine, and Jefferson Health are among the more active H-1B sponsors for project director roles in Pennsylvania. Large consulting firms, financial institutions headquartered in Philadelphia, and life sciences companies concentrated in the Pennsylvania suburbs of Philadelphia also sponsor project directors with some regularity. Sponsorship patterns vary by organization size and hiring volume in a given year.
Which visa types are most common for project director roles in Pennsylvania?
The H-1B is the most common visa category for project director roles in Pennsylvania, since the position typically requires a bachelor's degree or higher in a relevant field such as business administration, engineering, or a discipline tied to the specific industry. Candidates already holding L-1A status through an intracompany transfer may also move into project director roles, particularly within large multinational firms with Pennsylvania offices.
Which cities in Pennsylvania have the most project director sponsorship jobs?
Philadelphia generates the highest concentration of project director sponsorship opportunities in Pennsylvania, driven by its healthcare, life sciences, financial services, and higher education sectors. Pittsburgh is a secondary market with notable activity in healthcare through UPMC and in technology and advanced manufacturing. Suburban Philadelphia counties, including Montgomery and Chester, also host significant employer activity given the density of pharmaceutical and biotech campuses there.
How to find project director visa sponsorship jobs in Pennsylvania?
Migrate Mate filters job listings specifically to roles where employers are open to visa sponsorship, making it a practical starting point for project directors targeting Pennsylvania. You can narrow results by location and role type to focus on Philadelphia, Pittsburgh, or the surrounding counties. Because project director positions are senior-level, searching by industry vertical on Migrate Mate can help surface opportunities in healthcare, life sciences, or higher education where sponsorship is more common.
Are there state-specific considerations for project directors seeking sponsorship in Pennsylvania?
Pennsylvania's life sciences and healthcare concentration means many project director roles require domain knowledge in regulated industries, which can strengthen a sponsorship case by demonstrating the role meets the H-1B specialty occupation standard. The Department of Labor's prevailing wage for project directors in the Philadelphia and Pittsburgh metro areas reflects senior-level compensation expectations, and employers are required to meet those wage levels when filing a Labor Condition Application on your behalf.
What is the prevailing wage for sponsored project director jobs in Pennsylvania?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
