Rain is looking for a Payment Programs Manager to own the technical implementation and operational integrity of its card programs across networks and jurisdictions. This is a mid-to-senior role for someone who has hands-on experience in card program management, understands how payment networks operate, and can drive execution across internal teams and external partners without losing sight of the details.
You will be the person accountable for making sure programs are implemented correctly, that Rain is structurally positioned to expand into new markets, and that the technical side of card production and network integration runs the way it should. This role sits at the intersection of operations, compliance, and product, and requires someone who can lead cross-functional work with confidence.
WHAT YOU WILL DO
Card Program Ownership and Technical Implementation:
- Own end-to-end technical implementation of Rain's card programs, from initial program setup through ongoing maintenance and updates.
- Ensure programs are configured correctly across network providers, BIN structures, and processor connections.
- Serve as the primary point of accountability for card production technical execution, including card personalization, fulfillment coordination, and program-level configurations.
- Lead the implementation of Account Range Processing across partners, ensuring correct numeric and technical range configuration at the partner level, including BIN table updates, account range submissions, and validation of routing accuracy.
- Identify and resolve implementation gaps before they become operational or compliance issues.
Jurisdictional Expansion and Network Readiness:
- Lead the operational and technical groundwork required for Rain to launch and scale card programs in new jurisdictions.
- Work with legal, compliance, and partnerships teams to understand regulatory and network requirements by market and translate them into executable implementation plans.
- Maintain a clear view of network rules, scheme requirements, and certification timelines across Visa, Mastercard, and other relevant networks.
- Ensure Rain's program infrastructure is structured to support multi-jurisdictional growth without rework.
Partner and Network Execution:
- Manage day-to-day operational relationships with Visa and Mastercard, including scheme compliance, certification processes, network rule interpretation, and escalation management.
- Drive execution with processors and strategic partners, holding counterparts accountable to timelines, technical standards, and configuration requirements.
- Coordinate with processors on account range setup, technical range validation, and any updates required to support new programs or market expansions.
- Identify and engage strategic partners where deeper integration or expanded network coverage can unlock new program capabilities for Rain.
- Monitor partner delivery against contractual and technical commitments and maintain documentation of key program requirements and obligations.
Cross-Functional Integration and Systems:
- Collaborate with Platform, Product, and Compliance teams to ensure seamless integration of new programs and updates to existing systems.
- Lead or support digital wallet integration efforts, including tokenization setup, provisioning flows, and scheme certification processes.
- Act as a bridge between technical and business teams, translating implementation requirements into clear workstreams and timelines.
WHAT WE ARE LOOKING FOR
- 8 to 12 years of experience in card program management, payment operations, or a related role within fintech, a card network, or a processor.
- Direct experience working with Visa and Mastercard, including network rules, scheme certifications, and operational escalation processes.
- Hands-on experience with Account Range Processing, BIN management, numeric range configuration, and processor-level technical setup.
- Strong understanding of card production, program configurations, and processor and strategic partner relationships.
- Proven ability to manage cross-functional execution across technical and non-technical stakeholders.
- Experience with digital wallet integrations (Apple Pay, Google Pay, or similar) and tokenization frameworks is a strong plus.
- Familiarity with multi-jurisdictional card program requirements across Latin America, the Caribbean, or other emerging markets is a plus.
- Highly organized, detail-oriented, and comfortable operating in a fast-moving environment with multiple concurrent programs.
- Bilingual (English/Spanish) is a plus.
