Job Description
The State Supported Living Center (SSLC) Compliance Manager, under the direction of the Director of Quality Improvement for SSLCs, is responsible for statewide compliance review operations and planning, with extensive latitude for independent judgment relating to complex issues. This position performs complex managerial work leading the day-to-day operations and activities of the Compliance Unit, which includes State Review activities at the SSLCs and systemwide service improvement initiatives. Work involves establishing goals and objectives, participating in division-wide process development, reviewing guidelines, procedures and regulations relating to the oversight and monitoring of SSLCs throughout the system and relating to system initiatives and improvements. The Compliance Manager oversees activities to ensure compliance with state and federal regulations and identify the potential impact of program changes related to established compliance systems. The Compliance Manager establishes priorities, standards, and measurement tools for determining progress in meeting ICF/IID requirements and statewide quality standards. Leads the State Review Governance Committee. Oversees the development, preparation, and presentation of activity and status reports to SSLC division management and agency leadership. Responsibilities also include identifying systemic issues, analyzing and evaluating program operations and procedures, and presenting recommendations for compliance improvement or implementation to the Director of Operations and the Associate Commissioner for SSLCs. The Compliance Manager interfaces with subject matter experts to develop systemic approaches to improve service delivery. This position oversees the production of State Review reports as well as the training of State Reviewers and establishment of interrater agreement.
Essential Job Functions (EJFs)
Performs complex managerial work leading the day-to-day operations of the Compliance Unit which includes State Review activities at the SSLCs, carrying statewide implications to ensure agency vision related to compliance requirements are developed and implemented in an effective and efficient manner. These activities include monitoring functions and complex tools that relate to ICF/IID findings and State Review monitoring findings and recommendations.
Supervises, assigns, prioritizes, and evaluates the work of two Review Compliance Coordinators, one State Review Coordinator, and one Program Specialist in the Compliance Unit to meet established goals, and makes changes in assignments as needed.
Monitors and oversees the development of compliance program standards and monitoring tools utilizing complex trend analysis resulting from the evaluation of SSLC program activities. Leads the State Review Governance Committee and manages the State Review schedule and logistics.
Oversees the development of strategic and operational goals and objectives for innovative and effective improvement in delivery of services at the SSLCs and establishes processes which facilitate accountability, compliance, and provides meaningful feedback to stakeholders on progress toward the achievement of goals and objectives.
In coordination with the Associate Commissioner of SSLCs and the Director of Quality Improvement, the Compliance Manager may conduct presentations and provide information while representing the agency at meetings with external stakeholders, contractors, and legislators.
Oversees the production of State Review reports. Oversees the training of State Reviewers to establish interrater agreement, write reports by established deadlines, and respond to report feedback from SSLCs. Communicates and collaborates with stakeholders regarding the status of State Review schedules and State Review changes.
