Position Title: Project Manager – Sales Engineering, RFP Lead (P3)

Role
The Project Manager leading RFP responses for Sales Engineering is expected to seek RFP/RFI opportunities, qualify RFP/RFI opportunities, and lead response to RFP/RFI opportunities. Once an opportunity is identified, the Project Manager will plan the response. This will include, but not be limited to; stakeholder identification, risk assessment / register, RFP response plan, Cross functional collaboration as required to identify and refine the scope of work, identification of our capabilities, identification of our cost structures, collaboration with legal teams to refine language, assembly of response materials, and collaboration with sales leads to submit response.
Responsibilities
- Ability to identify and extract Scope of Work from customer conversations and technical documents.
- Customer consultation with and without the sales team, aimed and identifying customer problems that require solution and response.
- Strong understanding of the technical components of a cell tower site, with specific focus on Crown Castle towers.
- Strong command of either PMI or AIA standards with emphasis on Scope, Time, Budget and Quality relationships, Contract Guardianship, and Critical Path identification and management.
- Creation and assembly of technical response content.
- Site feasibility reviews to find inventory (towers) that meet the customer need.
- Evaluate, create, and understand contract terms to meet customer requirements.
- Works with appropriate internal organizations (Sales Teams, Supply Chain, Leasing Operations, Assets, Pre Construction Services, Construction Services, and Business Process Improvement) to develop and designs in accordance with Crown Castle capabilities.
- Designs viable solutions for customer desired outcomes, with alternative designs based on customer-specific technical and financial parameters.
- Leads Sales Teams in the preparation, delivery and review of sales proposals and RFP/RFQ responses with prospects and clients.
- Provides review of existing assets to guide assets selection for customer, with focus on driving business to the asset(s) and towers that best fit the customer’s technical needs.
- Develops new products for Towers Leasing with identified scope of work, inclusions and exclusions.
- Develops new products for Towers Services with identified scope of work, inclusions, exclusions, cost and capability profile.
- Reports on Sales Engineering team’s progress versus team goals, with focus on winning more business, cycle times, conversion rates, and accuracy of solution sets.
- Performs other support duties, as assigned.
- Experience with Government RFP response or creation is preferred but not required.
Education/Certifications
Bachelor’s degree in Engineering, or related field or relevant work experience required.
Experience/Minimum Requirements
Three to five (3-5) or more years of experience in cost estimating, “scoping” or other experience related to extraction of scope, quality, parts lists, and preparing project plans.
Three to five (3-5) or more years’ working within the telecommunications industry with direct experience in one or more of the following: operations, engineering services, construction, services, finance, RF engineering.
Experience and success with towers network deployment, towers construction services, construction costs and project planning.
Requires a professional demeanor with strong communications skills – verbal and written.

- Critical Path Development – working backwards from customer desired outcomes and identifying the critical elements required in the customer journey.
- Costing and Estimating.
- Strong technical presentation skills (development and delivery).

Working Conditions: This role falls into our current hybrid work model, which is 2-days remote and 3-days in the office. To optimize collaboration, relationship building, and key stakeholder engagement, starting 07/06/2026 we will move to a 4:1 hybrid model which is in office Monday-Thursday with the option for remote work on Fridays.

Compensation
The salary range offered for this position is $93,900 - $129,100 annually. A candidate's offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location. Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives.
