The Multi-Channel Shopping (MCS) Tech team is a large, globally distributed engineering organization responsible for personalized shopping experiences across Expedia Group brands and lines of business that help travelers move from discovery to selection. This Tech Program Manager III role is embedded within the MCS Tech Leadership Team, running and evolving the cross-org operational programs — from developer excellence and AI enablement to cost efficiency and leadership rhythms — that keep MCS aligned, efficient, and healthy.
In this role, you will:
- Design and execute cross-MCS operational programs — including developer excellence, AI enablement initiatives, cloud cost optimization, site leader programs, hackathons, and engineering showcases — with clear charters, milestones, and success metrics
- Operate and continuously improve the MCS leadership operating cadence, including L3/L4 Opex meetings and Tech Reviews; maintain agendas, track decisions, and ensure follow-through
- Build and maintain metrics, dashboards, and clear narratives that give leaders a real-time view of program health, risks, and tradeoffs across the organization
- Translate ambiguous leadership decisions and strategy into concrete plans, cadences, and communications, then drive day-to-day execution across MCS
- Proactively identify and mitigate risks, coordinating with stakeholders to anticipate, surface, and escalate blockers before they impact program outcomes
- Drive operational hygiene and change execution — including org structure, cost center tracking, and tooling hygiene (LinearB, Jira, CloudZero) — coordinating with HR, Finance, and platform partners
- Support cross-org learning and engagement programs — including AI showcases, hackathons, builder events, and learning opportunities — that strengthen technical learning, cross-pollination, and recognition across MCS
- Synthesize complex technical and business context into concise, audience-tailored communications for audiences ranging from ICs to VP+ leadership
- Design and maintain lightweight playbooks, templates, and AI-assisted workflows that create self-service options and reduce operational friction for leaders and teams
- Apply whole-systems thinking to assess bottlenecks in organizational processes, identify efficiency opportunities, and drive continuous improvement across org boundaries
- Build trusted cross-functional relationships with L4/L5 leaders, Finance, HRBP, DevEx, and central partners to keep programs healthy and resolve misalignments early
EXPERIENCE AND QUALIFICATIONS
Required
- 4–6 years of experience in technical program management or program management in a technology-centric environment; Bachelor's degree in Computer Science, Business, or a related field; or equivalent related professional experience
- Demonstrated experience planning and executing cross-functional programs spanning multiple teams or functions
- Comfortable operating in technical environments and collaborating closely with engineers — no coding required, but able to follow technical conversations and ask informed questions
- Proven ability to translate ambiguous ideas into concrete mechanisms — such as building new operating forums, standardizing workflows, or rolling out org-wide programs
- Data fluency: able to self-serve from dashboards and BI tools, and translate data into insights and recommendations for senior leaders
- Proficient written and verbal communication skills, including experience presenting to senior leaders and facilitating working sessions across diverse stakeholder groups
Preferred
- Experience in a BizOps, chief of staff, or operations role supporting a technology leadership team
- Hands-on experience using AI tools and agentic workflows to improve operational efficiency — including areas like reporting automation, communications drafting, or self-service tooling for teams
- Familiarity with engineering effectiveness and developer experience tooling or frameworks (e.g., LinearB, Jira, CloudZero)
- Working knowledge of Agile methodologies and the software development lifecycle in a technology organization

Which technology companies in Texas sponsor H-1B1 Singapore visas?
Texas-based technology employers with documented H-1B1 Singapore LCA filing history include Dell Technologies in Round Rock, NXP Semiconductors and Texas Instruments in Dallas, and Cisco's Austin offices. Larger enterprise software and cloud infrastructure firms operating in the Austin and Dallas metro areas also appear regularly in DOL disclosure data as H-1B1 sponsors for Singaporean professionals in technical roles.
Which Texas cities have the most technology H-1B1 Singapore sponsorship jobs?
Austin leads in technology H-1B1 Singapore filings, driven by its concentration of semiconductor, cloud, and enterprise software employers. Dallas and its northern suburbs, including Plano and Irving, follow closely, with a strong presence of hardware, networking, and IT services companies. Houston contributes H-1B1 technology filings as well, particularly from energy-tech and industrial software firms headquartered there.
What types of technology roles typically qualify for H-1B1 Singapore sponsorship?
H-1B1 Singapore sponsorship applies to specialty occupation roles requiring at least a bachelor's degree in a directly related field. In Texas's technology sector, this commonly covers software engineers, hardware design engineers, data scientists, systems architects, network engineers, and cybersecurity analysts. Roles where the employer can demonstrate a direct connection between the job duties and a specific technical degree field are the most straightforward candidates for H-1B1 qualification.
How do I find technology H-1B1 Singapore sponsorship jobs in Texas?
Migrate Mate filters technology jobs in Texas specifically by H-1B1 Singapore visa sponsorship history, drawing on DOL Labor Condition Application data to surface employers who have actively filed for Singaporean professionals. This removes the guesswork of cold-applying to companies with no H-1B1 track record. You can filter by Texas city, technology discipline, and company size to focus your search on roles where sponsorship is an established practice rather than an open question.
Are there any Texas-specific considerations for H-1B1 Singapore sponsorship in the technology sector?
Texas has no state income tax, which affects compensation structuring but does not change federal H-1B1 visa prevailing wage obligations. Employers must still meet DOL wage requirements for the specific occupation and geographic area, which you can verify through the OFLC Wage Search tool. Texas's concentration of semiconductor and defense-adjacent technology employers also means some roles involve export control reviews, which can extend onboarding timelines independent of the visa process.
What is the prevailing wage for H-1B1 Singapore technology jobs in Texas?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
