DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 QA Associate/Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of QA Associate/Analyst 3, Quality Assurance (QA) and Testing and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Investigate and diagnose quality complaints, track down components, and recommend corrective actions. Verify logs, databases, and other data to track and flag quality concerns and improvements. QA Automation Analyst 3 will be responsible for the development and maintenance of test scripts for both manual and automated testing. Experience preparing UAT test cases, aligning them with business requirements, and conducting walkthroughs with stakeholders to ensure clarity. Tracks test case execution and provides reporting. Use Jira to log and track defects. Develops and maintains requirements traceability matrices. Must have experience working in an Agile environment. Supports the development team as needed in dev, test, and UAT environments and troubleshoots the defect as required.
ROLE AND RESPONSIBILITIES
- Experience in writing and executing test cases, as well as creating test plans.
- Knowledge of software usability concepts and requirements traceability, and Software Development Lifecycle (SDLC) process.
- Knowledge of Xray Test Case management tool.
- Knowledge and experience working with a scrum team in an agile environment to deliver software release sprints for HHSC, on time, with a focus on quality using Jira and SharePoint.
- Proficient in defect tracking and management using industry-standard tools such as Jira and systematically log, categorize, and prioritize identified defects, ensuring a clear and organized record of issues throughout the software development lifecycle.
- Knowledge of SQL query writing to perform CURD operations.
- Experience in API Testing using Postman, SOAPUI, JMETER or similar.
- Experience working on different types of testing: e.g., unit, integration, regression, smoke, user acceptance, system, stress, and performance.
- Knowledge of code coverage tools, process or systems analysis, and design work.
- QA automation testing and scripting experience using UFT.
- Experience with creating and reviewing performance testing scripts and reviewing results.
- Develop detail UAT test plans and test cases based on business requirements and record test results post execution by the program.
- Coordinate UAT schedules and communicate progress to stakeholders and participate in test readiness and provide recommendation in go/no-go.
- Be self-driven, helping the team achieve goals and overall project delivery milestones.
- Ability to effectively work both independently and with sprint development team.
- Skill communicating with varied levels of staff and end users to develop positive and effective working relationships.
- Ability to assist by responding to inquiries from others regarding errors, problems, or questions about programs and handling multiple projects.
- Ability to accurately track time spent working on projects, as well as the ability to accurately estimate changes or enhancements.
- Knowledge of Object-Oriented Programming preferred.
- Experience working with the State of Texas HHS agency and system preferred.
MINIMUM REQUIREMENTS
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
- 8 Years Required Experience in writing and executing test cases, as well as creating test plans.
- 8 Years Required Knowledge of software usability concepts and requirements traceability, and Software Development Lifecycle (SDLC) process.
- 8 Years Required Knowledge of Xray Test Case management tool.
- 8 Years Required Knowledge of SQL query writing to perform CURD operations.
- 8 Years Required Proficient in using CI/CD pipelines to enhance software development testing processes.
- 8 Years Required Experience in conducting API Testing using Postman, SOAPUI, JMETER or similar.
- 8 Years Required Experience in writing and executing tests automation using UFT.
TERMS OF SERVICE
Services are expected to start 04/13/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st St Austin, TX 78751. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
