While this position supports both functions, the primary emphasis is on pricing strategy, cost modeling, competitive analysis, and development of compliant and compelling Government proposals.
Primary Responsibilities
Pricing Duties (Primary Focus)
- Develop and prepare cost and price proposals in response to Government and commercial RFPs, ensuring full compliance with solicitation requirements, FAR/DFARS, and internal pricing policies.
- Partner closely with Capture Teams, Operations, Contracts, Finance, and Proposal Management to develop pricing strategies that are competitive, accurate, and aligned with business objectives.
- Build and maintain pricing models and Excel‑based templates to evaluate scenarios, cost drivers, labor categories, escalation assumptions, fee strategies, and what‑if analyses.
- Prepare executive‑level pricing briefings that summarize evaluation criteria, pricing risks, competitive positioning, underlying assumptions, and key financial metrics.
- Lead or support the development of Basis of Estimate (BOE) narratives and pricing justification documentation.
- Conduct market research, competitive analysis, wrap‑rate comparisons, and assessments of historical bid trends to inform recommended price‑to‑win strategies.
- Perform margin, fee, and profitability analysis to support leadership decision‑making.
- Provide pricing guidance throughout the proposal lifecycle, from early capture through final revisions and negotiations.
- Contribute to the continuous improvement of pricing tools, standardized templates, cost databases, and internal pricing processes.
Project Control Duties (Secondary Focus)
- Support project setup and maintenance activities in Deltek Costpoint, including WBS structures, funding setups, labor categories, billing formulas, rate tables, and project ceilings.
- Coordinate with Contracts, Operations, and Finance to ensure setups align with contractual requirements and internal policies.
- Assist with workforce management by ensuring timely access to accurate charge codes for employees and subcontractors.
- Maintain project‑related data tables in Costpoint, including labor rate tables, funding tables, and workforce structures.
- Support revenue recognition activities and assist with troubleshooting cost and revenue calculations.
- Review and validate actual costs (labor, ODC, travel) and assist with monthly variance analysis.
- Perform ad‑hoc financial and project performance analysis as needed to support Program Management and Finance.
Basic Requirements
- 2 years of pricing experience in a Government contracting environment
- 3 years of experience with Deltek Costpoint
- 3 years of project setup or project control experience
- 3 years of advanced Excel experience (formulas, pivot tables, modeling)
- 3 years supporting a Government Contracting or Solutions organization
- Bachelor’s degree or 10 years of relevant experience
Preferred Requirements
- 5+ years of pricing experience
