Position Summary:
The Senior Water Resources Engineer & Business Development Manager will play a key role in both driving business growth and overseeing technical leadership in water resources projects. This individual will be responsible for managing the business development efforts in the water resources sector, while also overseeing and providing senior-level guidance on complex water resources engineering projects. The ideal candidate will have a strong technical background in water resources engineering, including experience with hydrology, hydraulics, stormwater management, and environmental sustainability. They will also have a proven ability to develop proposals, manage client relationships, and identify emerging business opportunities.
ESSENTIAL FUNCTIONS:
Senior Water Resources Engineering:
- Oversee and manage complex water resources engineering projects, including flood control, stormwater management, water quality improvements, and infrastructure rehabilitation.
- Provide technical leadership and guidance on the planning, design, and implementation of water resources systems, ensuring compliance with local, state, and federal regulations.
- Lead cross-functional teams in the design, analysis, and implementation of water resources solutions, focusing on environmental sustainability and cost-effectiveness.
- Review and approve engineering designs, reports, and technical documentation related to water resources projects.
- Mentor and supervise junior engineers, providing training and development to enhance technical expertise within the team.
- Manage project timelines, budgets, and resources to ensure successful completion within scope and specifications.
Leadership & Collaboration:
- Serve as the lead technical expert and decision-maker on water resources projects.
- Work closely with the Contract Manager, clients, and other stakeholders to ensure alignment between engineering solutions and business objectives.
- Coordinate with project teams to ensure effective communication, timely decision-making, and quality project delivery.
- Participate in project risk management, identify potential issues, and propose mitigation strategies.
- Conduct periodic project reviews and report progress to clients and management.
Business Development & Proposal Writing:
- Develop and execute business development strategies to increase the firm's presence in the water resources sector.
- Lead the preparation and submission of proposals, ensuring that all documents align with client requirements and company standards.
- Identify new business opportunities, including new clients, projects, and services, and foster strong relationships with existing and potential clients.
- Prepare and deliver presentations to stakeholders and clients to secure new contracts and partnerships.
- Collaborate with other departments to develop marketing materials and strategic business plans.
OTHER FUNCTIONS:
- Participate in pre-construction meetings and assist in reviewing project plans, specifications, and permits.
- Act as the primary point of contact for clients and partners regarding technical and business development matters.
- Contribute to the design and review of construction contracts in collaboration with the Contract Manager.
- Provide technical support and guidance during project implementation, ensuring adherence to best practices and regulatory requirements.
- Perform other related duties as assigned to support the firm’s operations and growth.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
- Extensive knowledge of water resources engineering, including hydrology, hydraulics, stormwater management, flood control, water quality, and environmental sustainability.
- Proven experience in business development and proposal writing in the water resources or civil engineering sector.
- Strong leadership and communication skills with the ability to manage both technical projects and business growth.
- Ability to interpret and apply local, state, and federal regulations related to water resources engineering.
- Proficiency in engineering software such as AutoCAD, HEC-RAS, HEC-HMS, GIS, and other related tools.
- Knowledge of environmental regulations, sediment control, traffic control standards, and best practices for water resources projects.
- Strong analytical skills and the ability to make data-driven decisions.
- Ability to manage multiple projects simultaneously and meet deadlines.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field (Master’s degree is a plus).
- Professional Engineer (PE) license in Virginia, or the ability to obtain it within a reasonable timeframe.
- Minimum of 7-10 years of experience in water resources engineering, with a strong understanding of design, analysis, and management of water resources systems.
- Proven experience in business development and proposal writing for water resources or related civil engineering projects.
- Experience managing both small and large-scale engineering projects, from design to completion.
ADDITIONAL REQUIREMENTS:
- Possession of a valid driver’s license.
