Proposal Summary:
This project supports the U.S. Courts in delivering complex IT modernization and management services to enhance operational efficiency and compliance. The goal is to provide expert project management, technical expertise, and analytical support to ensure successful delivery of contractual requirements including anticipating stakeholder needs, navigating judiciary-specific governance structures, and supporting systems governed by the Judicial Conference.
Position Summary:
The Program/Project Manager serves as the primary technical and managerial interface between the contractor and the Contracting Officer’s Representative (COR). This role plans, organizes, and controls contractor activities to ensure compliance with contract terms and timely delivery of high-quality services. The assignment requires executive-level oversight of multiple projects and management of contractor personnel over the contract duration.
Responsibilities:
- Serve as primary liaison with the COR and client stakeholders.
- Plan, organize, and control all contractor project activities.
- Provide oversight and executive management of programs/projects.
- Ensure contractor activities conform to contract terms and conditions.
- Manage multiple projects simultaneously and promptly resolve client challenges.
- Organize and schedule contractor staff work activities to ensure timely, accurate deliverables.
- Provide expert advice and counsel supporting agency management and business improvements.
- Lead engagement teams ensuring compliance with client and professional standards.
- Determine processes and procedures for engagements with full authority and responsibility.
Qualifications
- Bachelor’s degree in business management, information technology/systems, computer science, business organizational change management or related field
- Project Management Professional (PMP) certified or similar
- Minimum of ten (10) years of oversight and management experience on complex IT projects.
- Minimum of eight (8) years of experience identifying resource needs and assignment of individual responsibilities.
- Demonstrated ability to provide expert-level advice, guidance, and counseling to support an agency’s management, organizational and business improvement efforts.
- Proven experience leading engagement teams and ensuring all specialized services comply with client service standards, applicable professional standards and the organization’s objectives.
- Prior experience supporting the AOUSC and the Federal judiciary advantageous.
