JOB SUMMARY
We’re hiring an Application Development Manager to lead a team responsible for enhancing, supporting, and gradually modernizing business-critical applications. This role is best suited for a strong people leader who can foster credibility and rapport, create stability, and help the team deliver reliably in a diverse IT ecosystem.
You’ll balance feature delivery, production support, and incremental modernization of legacy applications—while strengthening team routines, communication, and execution.
PRIMARY FOCUS: LEADERSHIP
- Guide and assist a team of approximately five developers and one customer representative by fostering transparency, coaching, prioritizing tasks, providing feedback, and supporting career growth and objectives.
- Build confidence and trust through consistent leadership, clear expectations, and a steady operating rhythm.
- Set priorities and manage tradeoffs between planned work (features/modernization) and unplanned work (production issues, urgent requests).
- Improve execution and transparency with clear status reporting, early risk escalation, and dependency management.
- Partner with stakeholders in the department, across IT and the business to align scope, timelines, and outcomes.
TECHNICAL EXPERIENCE
- Guide work across legacy applications and modern engineering practices, focusing on steady improvement over “big bang” change.
- Encourage a quality-focused SDLC (clear requirements, testing discipline, release readiness, and production support practices).
- Promote a DevOps mindset—automation, repeatability, and continuous improvement—within our IT ecosystem.
EXPERIENCE REQUIREMENTS
- Level II: 4 years experience in an IT environment, including 1 year in a supervisory role or 1 year as a Program Manager I.
- Proven experience leading software development teams, including coaching, accountability, and building a healthy culture.
- Solid background in application development and delivering enhancements in a structured SDLC environment.
- Experience working with production systems (support, reliability, incident response, and prioritizing critical work).
- Strong communication skills—able to provide accurate, timely status, raise risks early, and drive alignment.
PREFERRED EXPERIENCE:
- Experience modernizing or refactoring legacy applications to reduce operational risk and technical debt.
- Exposure to DevOps practices (CI/CD concepts, automated testing, quality checks, security scanning, etc.).
- Familiarity working in a Microsoft enterprise environment (tools/platforms commonly used across Microsoft-based development organizations).
- Multi-cloud platforms; post composition and workflow automation software; scripting (Python, PowerShell, JavaScript, Bash, VB); print languages (PLC 5/6, LCDS/Metacode, PDL, AFP, PostScript, PDF, etc.); familiarity with Content Manager or FileNet; ServiceNow.
EDUCATION REQUIREMENTS

Target employers with established H-1B programs
Large consulting firms, banks, and enterprise software companies sponsor Application Development Managers regularly. Their legal teams handle petitions efficiently, which reduces RFE risk and improves your odds of a smooth approval process.
Align your degree field to your management scope
USCIS looks for a direct connection between your degree and the role. A computer science, software engineering, or information systems degree maps cleanly to application development management and strengthens your specialty occupation case.
Document your technical depth, not just leadership
Sponsors need to demonstrate this is a specialty occupation requiring a specific degree. Highlighting your hands-on technical background in software development alongside your managerial responsibilities makes the petition far harder to challenge.
Clarify the reporting structure in your offer letter
USCIS scrutinizes management roles more closely than purely technical ones. An offer letter that specifies the technical teams you oversee and the complexity of systems you manage reinforces that a bachelor's degree in a specific field is genuinely required.
Understand the LCA before your employer files
Your employer must file a Labor Condition Application with the Department of Labor before the H-1B petition. The LCA certifies the role's prevailing wage level and worksite location, so confirm both are accurate before submission.
Start the H-1B process well before your authorization expires
Cap-subject H-1B registrations open each March for an October 1 start date. If you're on OPT or another status, work backward from that deadline to ensure your employer has time to prepare a complete petition.
Frequently Asked Questions
Is Application Development Manager a specialty occupation for H-1B purposes?
Yes, in most cases. USCIS evaluates whether the role normally requires a bachelor's degree or higher in a specific field. Application Development Managers are typically approved when the petition clearly establishes that computer science, software engineering, or a related technical degree is the standard minimum. Roles where the degree requirement is vague or where any discipline qualifies face higher RFE rates.
Which visa types cover Application Development Manager roles?
H-1B visa is the most common path. L-1A is an option if you're transferring from a foreign affiliated office in a managerial capacity. O-1A applies if you can demonstrate extraordinary ability in your field. Australians may qualify for the E-3 visa, which has no lottery and a much faster timeline. TN visas cover Canadians and Mexicans in closely related classifications, though the fit depends on exact job duties.
How do I find Application Development Manager jobs with H-1B sponsorship?
Migrate Mate filters jobs specifically by visa sponsorship availability, so you can browse Application Development Manager roles where employers have confirmed they sponsor H-1B candidates. This saves significant time compared to filtering out positions that don't sponsor after you've already applied. Many large employers in finance, consulting, and enterprise tech post regularly.
Does having a management title reduce my H-1B approval chances?
Not inherently, but it adds scrutiny. USCIS sometimes argues that general management roles don't require a specific degree. The petition needs to establish that the technical complexity of the application development environment genuinely requires a specialized degree, not just general business or leadership experience. Strong support letters and a detailed job description significantly reduce this risk.
Can I switch employers after my H-1B is approved in this role?
Yes. H-1B portability allows you to start working for a new employer once they file an H-1B transfer petition on your behalf, without waiting for approval. The new role must still qualify as a specialty occupation. For Application Development Manager positions, the same degree and job duty documentation requirements apply, so your new employer needs to be prepared to build that case.
What is the prevailing wage requirement for sponsored Application Development Manager jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
