Data Governance Manager Jobs in USA with Visa Sponsorship
Data Governance Manager roles attract H-1B, O-1, and EB-2 NIW sponsorship from employers in finance, healthcare, and tech. Employers sponsor because the role requires specialized expertise in data policy, compliance frameworks, and regulatory standards that's genuinely hard to source domestically. For detailed occupation requirements, see the O*NET profile.

Job Description Summary
Lead the global Master Data Governance and Analytics functions for GE Vernova Gas Power Global Supply Chain. Define and enforce master data standards across ERPs (SAP/Oracle), MES, and PLM; establish the global PFEP framework; and own the MDM mapping layer that enables integration across all digital applications and manufacturing and engineering systems. As the Global Process Digital Authority (GPDA) for master data, set the standards that Local Process Digital Authorities (LPDAs) implement and enforce at each site. Lead the analytics rationalization and incubation function, partnering with IT/DT to consolidate existing reporting tools and prototype new analytics capabilities for frontline teams. This role defines the data foundation that enables every digital initiative to execute at scale.
Key Responsibilities:
Master Data Governance & Standards
- Define and maintain global master data standards, templates, and data dictionaries across systems, covering master data required for end-to-end supply chain.
- Establish a global-to-local template model: global fields and definitions are non-negotiable; site-specific extensions are permitted with GPDA approval; any exception affecting integration mapping requires sign-off before go-live.
- Own the global Plan for Every Part (PFEP) framework and template, defining the standard parameters for every part at every site to enable reliable MRP execution, capacity planning, and system integration.
- Partner with PLM Principal Engineers, to define and maintain the enterprise PLM–ERP data strategy and digital thread policies for part and material master data, establishing clear system-of-record boundaries across PLM and ERP platforms and supporting multiple platforms and parts mastering approaches by product line and go-to-market strategy.
- Deploy AI-assisted tools for routine data quality monitoring, anomaly detection, duplicate detection, attribute standardization, classification harmonization, and obsolete material management; establish automated audit cycles that continuously assess completeness and accuracy against global standards.
- Approve any changes to master data definitions used in standards, reporting, or cross-system integrations; maintain a formal change log and impact assessment process.
- Partner with Process Engineers to ensure process standards and master data templates evolve together; develop and maintain global training materials and documentation for both global and local users.
GPDA Authority & LDPA Network
- Serve as the Global Process Digital Authority (GPDA) for master data: set the standards that Local Process Digital Authorities (LPDAs) implement and enforce at each site through workflows, SOPs, and local training.
- Own the LDPA governance rhythm: regular cadence for standards updates, compliance reviews, issue escalation, and cross-site read-across of lessons learned, including cross-functional alignment with Engineering/Configuration Management on digital thread policy changes impacting PLM–ERP integration.
- Exercise authority to pause scaling of any digital initiative where foundational master data is not stable or complete enough to support reliable execution; define and communicate the criteria for readiness.
Integration Data Standards
- Own the master data mapping layer that all digital applications (MES, PLM, analytics tools, and others) must conform to before deployment; define and publish the global MDM mapping standards.
- Partner with Tech Intro and Process Engineering to enforce MDM mapping alignment as a formal checkpoint in the SCALE model at the CONFIRM tollgate before any initiative advances to ARCHITECT.
- Partner with ERP solution design and architecture teams to validate master data structures, field definitions, coding standards, and governance workflows during ERP design phases.
- Own master data validation checkpoints across program milestones (build, SIT, UAT, cutover), preventing go-live where data integrity risks remain unresolved.
- Maintain a living MDM mapping registry that documents field-level definitions, cross-system equivalencies (SAP/Oracle), and approved local variations; flag and resolve conflicts before they reach production.
- Provide governance, advisement, and functional signoff for data migration and conversion between PLM and ERP platforms, including mapping, validation, and defect triage standard work.
Analytics Rationalization & Incubation
- Lead a Supply Chain-wide inventory of analytics and shop-floor reporting tools (MES, QMS, local shop tools, dashboards); define the rationalization roadmap and align with IT/DT before execution.
- Establish global reporting standards and data definitions to ensure consistent interpretation of metrics and KPIs across all sites and functions.
- Build and validate analytics prototypes with frontline teams (including AI-powered data quality and operational analytics tools) proving concepts at small scale before handoff to IT/DT for industrialization.
- Define and own the prototype-to-scale handoff protocol: documentation standards, data requirements, and acceptance criteria that IT/DT teams need to industrialize a DPE-incubated tool.
- Maintain a prioritized incubation backlog aligned to frontline value and DPE strategic priorities, in partnership with POD leaders and the Tech Intro function.
Required Qualifications
- 7+ years in supply chain, manufacturing operations, or engineering-facing master data governance roles.
- 5+ years of experience with master data management across SAP and/or Oracle in a multi-site industrial environment, including material master, planning parameters, and warehouse management fields.
- 5+ years of experience managing or developing analytics tools and dashboards in a manufacturing or supply chain context; ability to translate frontline data needs into actionable reporting solutions.
- Demonstrated ability to lead cross-functional data or process standardization programs with measurable outcomes.
- Strong influencing skills with both technical teams (IT/DT, data engineering) and operational stakeholders (site leaders, planners, LPDA network).
Desired Characteristics
- Familiarity with PFEP methodology and its application to MRP, capacity planning, and shop floor execution.
- Experience with digital integration standards across manufacturing systems (MES, PLM, APS) and the data mapping requirements to enable reliable interfaces.
- Background in lean manufacturing and standard work deployment, with an understanding of how data quality drives operational performance.
- Experience building and enabling site-level data stewardship networks (equivalent to LPDA model) across distributed manufacturing environments.
- Comfortable operating in a dual-ERP environment and translating standards across system boundaries.
- Strong change leadership: ability to drive adoption of data standards across sites with varying levels of digital maturity.
- Analytics prototyping experience using tools such as Power BI, Tableau, or similar; ability to move from concept to working prototype quickly.
- Familiarity with PLM platforms and configuration management best practices (part identification, effectivity, change control, BOM governance, and digital thread concepts).
- Knowledge of data quality management standards and roles (e.g., ISO 8000-150 or equivalent), including data ownership, stewardship, and governance.

How to Get Visa Sponsorship as a Data Governance Manager
Frame your degree as a direct match
H-1B approval for Data Governance Manager roles hinges on specialty occupation status. A degree in information systems, computer science, statistics, or a related quantitative field strengthens your petition significantly more than a general business degree.
Lead with regulatory frameworks you've owned
Employers sponsoring this role want evidence you've built or managed governance programs under GDPR, CCPA, HIPAA, or SOX. Specific frameworks signal you can operate in regulated industries where compliance risk is highest and sponsorship is most justified.
Target industries with the highest sponsorship rates
Financial services, healthcare systems, and large technology companies file the most H-1B petitions for data governance roles. These industries face the steepest regulatory scrutiny and have established legal infrastructure to support visa sponsorship for specialized positions.
Demonstrate cross-functional leadership, not just technical skills
Hiring managers sponsoring this role need to justify it as managerial and specialized. Showing you've led data stewardship programs, managed teams, and influenced executive-level data strategy strengthens the specialty occupation argument in your H-1B petition.
Consider the EB-2 NIW pathway if you have a strong track record
Data Governance Managers with published work, documented policy impact, or national-level program influence may qualify for EB-2 National Interest Waiver, which removes the employer sponsorship requirement entirely and allows you to self-petition for permanent residence.
Get the LCA right before anything else
Your employer files a Labor Condition Application certifying your offered wage meets the prevailing rate for your role and location. If the LCA is filed under a vague or mismatched job title, USCIS may issue an RFE challenging specialty occupation status.

Does Data Governance Manager qualify as a specialty occupation for H-1B purposes?
Yes, in most cases, but the petition needs to be built carefully. USCIS requires that a specific bachelor's degree in a relevant field is a normal requirement for the role. Degrees in information systems, data science, computer science, or a compliance-adjacent field typically satisfy this. Generic business degrees with no technical component can trigger RFEs, so the employer's job description should reflect the technical and regulatory complexity of the work.
Which employers are most likely to sponsor a Data Governance Manager?
Banks, insurance companies, hospital systems, and large technology firms sponsor this role most consistently. These industries operate under strict data regulations and have mature HR and legal teams equipped to handle H-1B filings. Browse open roles on Migrate Mate, which filters specifically for visa-sponsoring employers so you're not applying to companies that won't move forward with sponsorship.
Can I qualify for an H-1B in this role with a three-year Australian or Indian bachelor's degree?
A three-year degree can qualify, but it requires a credential evaluation confirming U.S. equivalency to a four-year bachelor's degree. Most USCIS-recognized evaluation agencies assess three-year degrees from Indian and Australian universities as equivalent, particularly in technical fields. Include the evaluation in your H-1B petition package from the start rather than waiting for an RFE to request it.
How does the H-1B lottery affect my chances of getting sponsored as a Data Governance Manager?
The general pool selection rate has been around 25% in recent years, which means most registrations don't get selected. If you hold a U.S. master's degree, you're entered into an advanced degree exemption pool first, which historically improves odds slightly. Employers can also file cap-exempt petitions if they're universities or certain nonprofit research organizations, which bypasses the lottery entirely.
Can a Data Governance Manager self-petition for a green card without employer sponsorship?
Potentially yes, through the EB-2 National Interest Waiver. To qualify, you need to demonstrate that your work has substantial merit and national importance, and that you're well-positioned to advance it. For data governance professionals, this often means documented impact on policy, published research, or leadership on programs with measurable national regulatory or public health implications. An immigration attorney can assess whether your profile is competitive for this pathway.
What is the prevailing wage requirement for sponsored Data Governance Manager jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
