This is a senior leadership role at the intersection of Finance, Operations, and Engineering — responsible not just for execution, but for designing the organizational model, shaping the function's long-term capability, and driving AI adoption as a core leadership accountability. The ideal candidate combines deep financial acumen with the ability to operate with high autonomy in ambiguous environments, influence across complex stakeholder groups, and build scalable systems and teams that support Stord's continued growth across US, Canada, and UK operations.
FUNCTIONAL STRATEGY & ORG DESIGN
- Set the multi-year strategic vision for Revenue and Billing Operations, anticipating future business needs, system constraints, and capability gaps before they become execution risks
- Design and evolve a scalable organizational model that supports long-term growth across a complex, multi-service, multi-entity platform
- Ensure strategy is clear, executable, and adopted across all teams — not just defined at the top
REVENUE CAPTURE & BILLING EXECUTION
- Own end-to-end, contract-driven billing processes across parcel and fulfillment services
- Translate complex client agreements into accurate, scalable billing logic and workflows
- Design and maintain client-specific billing configurations and pricing structures
- Balance short-term execution with longer-term capability building; results evaluated on sustained accuracy, scalability, and ability to deliver at scale
SYSTEMS, DATA & PROCESS DESIGN
- Develop a deep understanding of data flows across WMS, TMS, parcel systems, and billing platforms
- Partner with Engineering and Data teams to define, improve, and automate billing logic and integrations
- Identify and resolve root-cause gaps in data capture or system design that impact revenue realization
- Build scalable processes that reduce manual intervention and improve auditability
REVENUE RECOGNITION & FINANCIAL REPORTING
- Ensure accurate revenue recognition in accordance with applicable accounting standards (ASC 606)
- Partner with Corporate Accounting to support month-end close, including revenue accruals and reconciliations
- Deliver clear reporting on revenue, billing accuracy, and margin by client, service line, and activity
AI STRATEGY & ADOPTION
- Shape and own the AI strategy for the Revenue and Billing function, committing to measurable adoption goals (e.g., % of team active on AI tools, hours saved, reduction in manual billing intervention)
- Proactively evolve org design, workflows, and talent expectations as AI and automation capabilities mature
- Model the belief that AI adoption is a leadership accountability — drive automation in billing logic, invoice processing, and exception handling as strategic priorities
FINANCIAL PERFORMANCE & MARGIN VISIBILITY
- Oversee financial performance across the function; balance execution needs with financial constraints and ensure leaders manage within approved budgets
- Own parcel and third-party cost recognition and reporting
- Perform margin analysis by customer, and service offering
- Identify patterns or risks and work with Finance and Operations executives to adjust plans as needed
- Partner with Finance and Operations to surface pricing gaps, cost leakage, and margin improvement opportunities
CROSS-FUNCTIONAL ALIGNMENT
- Communicate revenue insights — risk, trends, margin impact — with influence across Finance leadership, CFO, and executive stakeholders
- Partner with Sales, Legal, and Customer Success to ensure contracts are structured for accurate billing and revenue capture
- Coordinate with Customer Success to resolve billing inquiries, disputes, and escalations
- Partner with Operations to ensure services delivered are fully and accurately billed
TEAM LEADERSHIP & TALENT DEVELOPMENT
- Lead, mentor, and develop a team of directors and managers — setting clear performance expectations and actively shaping long-term leadership capability across the function
- Build a team culture of precision, accountability, and continuous improvement
- Develop talent for the next level; invest in building leadership depth across the org
CONTROLS, COMPLIANCE & AUDIT
- Maintain strong internal controls over billing, revenue recognition, and cash application
- Support external audits and revenue-related reviews
- Ensure billing and revenue processes are compliant, documented, and scalable
SALES TAX & COMPLIANCE
- Oversee sales tax discovery and ensure proper application across services and jurisdictions
- Partner with external advisors as needed to maintain compliance
WHAT SUCCESS LOOKS LIKE
- Billing is complete, accurate, and delivered on a predictable cadence
- No material revenue leakage due to data gaps, contract misalignment, or system limitations
- Clear visibility into revenue and margin by customer and service line
- DSO improves and collections become more predictable
- Billing processes are scalable, automated, and audit-ready
- Finance, Operations, and Engineering operate from a shared understanding of how revenue is generated and captured
- AI adoption is measurable, growing, and embedded in how the team works
QUALIFICATIONS
- 12–18 years of progressive experience in revenue operations, billing, finance, or related roles — preferably in logistics, 3PL, or high-volume transaction environments
- Demonstrated experience designing or transforming a revenue/billing function at scale
- Strong understanding of complex billing models (usage-based, contract-driven, multi-service pricing)
- Demonstrated ability to work across data systems and understand underlying data flows (ERP, WMS, TMS, billing platforms)

Frame the role as a specialty occupation
H-1B approval for operations leadership hinges on proving the job requires a specific degree, not just any bachelor's. Roles framed around supply chain, industrial engineering, or business operations with clear degree alignment get through more reliably.
Target employers with L-1A eligibility
If you've managed operations for a foreign affiliate for at least one year, the L-1A intracompany transferee visa bypasses the H-1B lottery entirely. Multinational companies with U.S. offices are the right employers to pursue for this path.
Emphasize direct reports and budget authority
Sponsoring employers need to document that the Head of Operations role is managerial, not administrative. Your resume and offer letter should explicitly reference team size, reporting structure, and operational budget ownership to support the petition.
Prioritize employers with prior sponsorship history
Companies that have sponsored operations managers before have established internal processes and are far less likely to back out mid-application. Browse Head of Operations roles on Migrate Mate, which filters specifically for visa-sponsoring employers.
Get your degree equivalency documented early
International bachelor's degrees in business, engineering, or management typically satisfy H-1B specialty occupation requirements, but USCIS may request a credential evaluation. Obtaining a formal evaluation from a recognized agency before your employer files reduces petition delays.
Understand the O-1A path if your track record is strong
Heads of Operations with documented achievements, such as significant cost reductions, revenue impact, or industry recognition, may qualify for the O-1A extraordinary ability visa. This route has no lottery and no annual cap, making it worth exploring with an attorney.
Frequently Asked Questions
Can a Head of Operations role qualify for H-1B visa sponsorship?
Yes, but the petition depends on how the role is structured. USCIS requires that the position normally demands a bachelor's degree in a specific field, such as business administration, industrial engineering, or supply chain management. Generalist operations roles where any degree qualifies are more likely to face a Request for Evidence or denial. Employers who clearly document degree requirements and specialized duties have significantly better outcomes.
What visa options exist for Head of Operations beyond the H-1B?
The L-1A intracompany transferee visa is the strongest alternative. If you've worked in a managerial or executive capacity for a related foreign company for at least one continuous year in the past three years, your U.S. employer can petition for you outside the H-1B lottery. The O-1A visa is another option for candidates with a demonstrable record of exceptional achievement in their field.
Do employers commonly sponsor visa for Head of Operations positions?
Sponsorship is more common at mid-size companies and large enterprises than at startups, where the legal overhead can be a barrier. Industries like logistics, manufacturing, healthcare systems, and technology operations sponsor at higher rates. Migrate Mate filters Head of Operations roles by sponsorship willingness, which removes the guesswork of identifying which employers will actually move forward with a petition.
Does my degree field matter for H-1B sponsorship as a Head of Operations?
It matters significantly. USCIS looks for a direct relationship between your degree field and the duties of the role. Degrees in business administration, operations management, industrial engineering, supply chain, or a closely related field carry the most weight. A general studies or unrelated degree creates a harder path, though years of specialized experience may partially compensate when paired with a credential evaluation.
What approval rates look like for H-1B petitions in operations management roles?
Approval rates for managerial and operations roles have historically been lower than for STEM technical roles because the specialty occupation standard is harder to meet for business functions. Petitions that include detailed job duty descriptions, organizational charts showing direct reports, and documentation of degree requirements in the industry perform better. Working with an experienced immigration attorney to build the petition record is strongly recommended for this job category.
What is the prevailing wage requirement for sponsored Head Of Operations jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
